WHAT YOULL DO The Consumer Product Protection Compliance Specialist will provide highly complex consultative and technical assistance work for the Texas Department of Agricultures (TDA) Agriculture and Consumer Protection (ACP) Division to facilitate the enforcement of statutory requirements and provisions to Texas agricultural entities and consumers. You will work closely with the Coordinator for Weights and Measures Egg Quality and the Director for Consumer Product Protection in planning, developing, and implementing Consumer Product Protection Programs to include Weights and Measures, egg quality and metrology programs. You will serve as a resource subject matter expert and may provide direction to other Consumer Product Protection staff. You will conduct compliance reviews of license service companies to determine compliance with federal and state regulations for metrology. You will work under limited supervision with moderate latitude for the use of initiative and independent judgment. PRIMARY RESPONSIBILITIES Perform a variety of technical, research, planning, policy and program assessment for the Consumer Product Protection programs. Review, process, and evaluate agency inspection documents for compliance and possible violations of state or federal agricultural laws. Determine the nature of violations and actions to be taken; create incident reports; take and deliver incident reports or files to enforcement; issue notice of violation to the company; ensure that enforcement of violations are fully enforced; and explain how problems can be resolved. Compile, review, and evaluate the inspection and enforcement histories of subjects of inspection; examine and analyzing data; identify trends regarding compliance issues; and make recommendations to resolve technical problems. Monitor license service companies, LSC technician reporting, equipment calibration and licensing, price verification, public weigher, and egg quality programs for regulatory compliance. Serve as the subject matter expert and provide guidance on dealing with weights and measures to include scales and LPG meters, price verification, public weigher and egg quality programs and licensing issues, informing them of pertinent rules, regulations, policies, procedures and laws regarding compliance matters. Coordinate, conduct and monitor timely and complex technical and analytical reviews of required reports to include service company reports, egg reports, and approval of weights and measures and egg quality inspection reports; assist in overseeing the timely completion and ensuring proper submission, data entry and documentation. Prepare, organize and maintain compliance reports and records. Study and analyze operations and problems, prepare reports of findings and recommendations, and prepare justifications for procedural or policy improvements. Analyze and evaluate legislation and development of recommendati ns for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding. Maintain and update program manuals and training. Work closely with, assist and serve as back up to the program coordinator on program activities and oversee the completion of and monitor required reports and recommend appropriate changes; assist with special projects as assigned. Follow all TDA policies and procedures. Perform other duties as assigned. Qualifications: QUALIFICATIONS/REQUIREMENTS FOR THE POSITION Bachelors degree (One year of work experience related to the essential duties may substitute for one year of college). Three (3) years experience in regulatory programs dealing with consumer protection. Experience reviewing and analyzing data and preparing technical reports. KNOWLEDGE, SKILLS ABILITIES Knowledge of local, state, and federal laws related to the program area; public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques; and program management processes and techniques. Skill in identifying measures or indicators of program performance; providing customer service excellence to both internal and external customers; and the use of a computer and applicable software. Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to provide guidance to others. to exercise sound judgment; and to maintain the highest level of confidentiality. PHYSICAL REQUIREMENTS WORKING CONDITIONS Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight (up to 20%). TELEWORK WORK HOURS TDA has a telework policy that will allow eligible positions to telework up to two (2) days per weekafter completing six (6) months of employment with the agency.
