GENERAL DESCRIPTION Performs complex (journey level) accounting work. Ensures the accuracy of agencys financial data by reconciling the general ledger to the Uniform Statewide Accounting System (USAS); Responsible for bank account reconciliations. Prepares and oversees the preparation of various internal and external financial reports in accordance with state law, including the agencys Annual Financial Report in accordance with requirements established by the Governmental Accounting Standards Board (GASB) and the Texas Comptroller of Public Accounts (Comptrollers office); oversees the preparation, classification, documentation and entry of accounting data to the Centralized Accounting and Payroll/Personnel System (CAPPS), and the Uniform Statewide Accounting System (USAS); Provides technical assistance and accounting training to agency staff. Analyzes and recommends improvem nts, adaptations, or revisions to the agency internal accounting system. Assists in preparation of annual financial report and annual report of non-financial data. Works under general supervision with moderate latitude for the use of initiative and independent judgment. May be required to work more than 40 hours per workweek and occasionally travel. ESSENTIAL FUNCTIONS Reconciles USAS to agencys general ledger monthly, research discrepancies, identifies necessary corrective action, and reports findings. Reconciles local, revolving and travel bank accounts to CAPPS monthly, research discrepancies, identifies necessary corrective action, and reports findings. Recommends and implements departmental accounting and financial policies and procedures in accordance with generally accepted accounting policies, applicable professional standards, and sound business practices. Oversees the preparation of various internal and external financial reports in accordance with state law; prepares and coordinates the planning, development, and submission of the agency's Annual Financial Report in accordance with requirements established by the GASB and the Comptrollers office; serves as liaison to the Comptrollers office staff responsible for financial reporting. Oversees and monitors the preparation, classification, documentation and entry of accounting data in the General Accounting System, CAPPS, and USAS. Establishes internal controls to ensure compliance with state and federal laws and regulations and reconciliation of financial data across financial systems. Identifies processes in need of change. Provides technical assistance, guidance, and training regarding systems, procedures and processes for the general ledger management and funds management, accounts receivable, and management of capital asset accounts to agency staff; demonstrates comprehensive working knowledge of related regulations, procedures, and guidelines. Collaborates with management staff to analyze appropriation, revenue, expenditure, and other data in USAS to ensure proper management and accounting of available funds. Collaborates with departmental staff in meeting established objectives and goals; shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance operations. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested timeframes. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Performs a variety of related duties not listed, to be determined and assigned as needed. Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities. Qualifications: MINIMUM QUALIFICATIONS Bachelors degree with major course work in accounting, finance, business administration, or a related field. One (1) year of full-time wage-earning experience in accounting or financial operations. Or, High School diploma or equivalent. Five (5) years of full-time wage-earning experience in accounting or financial operations. PREFERRED QUALIFICATIONS Experience in Accounting or financial operations experience with a governmental agency involving use of the Uniform Statewide Accounting System and CAPPS Financials.
