Work involves assisting the Deputy Executive Administrator in establishing goals and objectives. Develops guidelines, procedures, policies, and rules. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates office staff. Develops, and evaluates budget requests, and monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Deputy Executive Administrator (DEA) of the Operations and Administration (OA) Office. Essential Job Functions Serves as the Assistant Deputy Executive Administrator (ADEA) of the OA Office, providing effective leadership and management to the OA Office. Participates in strategic planning efforts for the office and agency overall. Develops, modifies, documents and distributes policies and programs for Human Resources, Support Services, and Information Technology business areas. Develops and reviews guidelines, procedures and rules and establishes priorities, standards, and measures for meeting goals. Examines, improves and streamlines business processes for efficiencies. Defines performance indicators for monitoring progress. Oversees agency risk management programs. Assists in the coordination and direction of agency-wide initiatives. Provides briefings to Executive leadership, governing board, the public, members of the Legislature and other customers as necessary. Works with other agency leaders and staff to jointly ensure ongoing productivity, process improvement, and positive culture of the Texas Water Development Board. Provides effective leadership and management of the OA Office. Manages project activities within the OA Office, providing technical direction and guidance. Monitors and reports office work activities. Authorizes hiring, separations, disciplinary actions and employee performance rewards for direct reports. Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals. Evaluates OA Office p rformance, makes recommends and leads improvements. Supports OA Office administrative requirements related to organization, budget and personnel. Ensures the provision of quality customer service from the office to both internal and external stakeholders. Manages the performance of direct reports, to include timely completion of plans and appraisals and follow-through on disciplinary actions as needed. Maintains confidential and sensitive information. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position including, attending mandatory training courses. May be required to operate a state or personal vehicle for business purposes. Performs other duties as assigned. Qualifications: Minimum Qualifications Graduation from accredited four-year college or university with a bachelors degree in Human Resources Management, Business Administration, Organizational Development, or a related field. Ten years of management experience. Five years of progressively responsible professional work experience in related program areas, such as human resources, information technology and/or facilities administration (may be concurrent with management experience requirement). Relevant education and experience can be substituted for each other on a year-for-year basis. Preferred Qualifications Masters degree from an accredited college or university with major coursework in Human Resources Management, Business Administration, Organizational Development, or a related field. Management-level human resources experience with Texas state government. Previous experience in the coordination of Texas state agency facility management programs. Previous experience in the coordination of information technology programs. Previous experience in risk management programs, including health and safety and continuity of operations planning. Previous experience in records management programs. Knowledge, Skills, and Abilities Knowledge of local, state, and federal laws and regulations relevant to Operations and Administration Office. Knowledge of the principles and practices of public administration and management. Knowledge of techniques and methods of planning, organizing, and writing various types of materials. Knowledge of Texas State government and the legislative process. Skill in using Microsoft Office programs such as Word, Excel, and Access. Skill in use of internet, email, word processing, spreadsheet, presentation, and database software. Skill in editing documents. Skill in establishing plans and setting objectives and goals that support an overall business strategy. Skill in process improvement strategies. Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines. Ability to compose, review, and edit technical documents, materials, and reports. Ability to make mature, objective decisions and identify areas of potential problems. Ability to perform effectively when changes occur in scope and nature of the work and work environment.
