Interior, US Fish and Wildlife Service Supervisory Management and Program Analyst in Baileys Crossroads, Virginia

Summary The incumbent serves as a Supervisory Management and Program Analyst and as the Branch Chief, responsible for providing national leadership for infrastructure programs of the U.S. Fish and Wildlife Service (FWS) designed to provide leadership and direction for management of the multi-modal transportation resources. The incumbent oversees internal operations of the Branch and the coordination with other offices/programs within FWS, as well as other bureau transportation management programs. Responsibilities As a Supervisory Management and Program Analyst your duties will include but are not limited to the following: Serves as a first-level supervisor to diverse, multi-disciplinary team with a range of job series and grades, performing a variety of technical and administrative supervisory functions. Responsibilities include, but are not limited to, assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; exploring ways to improve the quality of the directed work; and developing performance standards and evaluating work performance of subordinates. Leads, oversees, and analyzes the development of national policy, guidance and technical assistance to the regions and national leadership relative to the U.S. Fish and Wildlife Service (FWS) Multimodal Transportation Program and the Information Technology Systems under the Branch, resolution of operational issues and coordination of budgets related to transportation issues affecting FWS resource, visitors and partners. Analyzes and leads the Service's long-range transportation planning at the national and regional levels, including the development of risk assessment procedures and proactive management of the FWS multi-modal transportation program and all related federal and access infrastructure. Advises management on the evaluation of the effectiveness of the planning program and recommends implementation changes to meet goals. Develops, organizes and leads an interagency coordination meeting between DOI, DOT and other federal, state and local agencies. Represents the U.S. Fish and Wildlife Service on the Federal Interagency Federal Lands working groups and participates in interagency and intergovernmental multi-modal transportation reviews; and provides analysis and recommendations for appropriate use of the various grant programs related to transportation in support for National, Regional, Field Station, State and local government transportation projects. Responsible for oversight and review of the U.S. Fish and Wildlife Service five-year transportation plan, working with the regions and outside interests to ensure compliance with bureau, Department of the Interior and Administration federal regulations, policies, priorities, objectives and goals. Requirements Conditions of Employment Qualifications Only experience and education obtained by 10/10/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification Minimum Qualification GS-14 One year of full-time experience in scope and responsibility comparable to GS-13 in the Federal service. Examples of qualifying specialized experience include: Oversees the development of strategies, instruments, and implementation plans for the evaluation of program results; assigns tasks to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; provides analyses relying on data and policy to articulate strategies, project needs, outcomes, and problem solving; and evaluates project implementation, developing, recommending, and implementing corrective action plans relevant to project planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Public Land Corps (PLC) Hiring Authority: Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility. Completed most recent Corps service, for which a certificate of non-competitive eligibility was issued, within the last 2 years. Appointment must be effected within the 2 year period.
