The State Highway Administration's (SHA) Office of Highway Development is recruiting for a Senior Design Engineer (Transportation Design Engineer IV) position in Baltimore City . This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: The primary responsibility of the Senior Design Engineer is to function as a licensed professional engineer, undertaking engineering design, review, and project management for complex transportation projects. There are openings within the highway design and water resources disciplines. General duties include but are not limited to, designing and preparing engineering construction plans, reviewing cost estimates, and coordinating with federal, state, and local agencies. The Senior Design Engineer will also perform administrative tasks, plan reviews, represent the organization at meetings, and interpret policies and procedures to develop contract documents.
Specific duties for the highway design discipline include, but are not limited to, the geometric design of roadways, including bicycle and pedestrian facilities. Specific duties for the water resources discipline include, but are not limited to, the design of drainage systems, stormwater management facilities, and erosion and sediment control practices. The Senior Design Engineer may also have opportunities to participate in asset management programs, planning activities, and hydrologic and hydraulic studies.

Qualifications
MINIMUM QUALIFICATIONS:
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
Selective Qualification: Two (2) years of experience in the design or management of highway projects.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).
Preferred Qualification:
The ideal candidate should possess the following:
Proficiency to perform and review roadway design calculations, such as: horizontal and vertical geometry; superelevation; roadside grading and earthwork calculations; traffic barrier type selection and placement; sidewalk and bicycle facility design; maintenance of traffic OR proficiency for hydrologic and hydraulic engineering analysis, modeling and design to perform review of calculations and design for stormwater management (SWM), drainage systems, erosion and sediment control (ESC).
Working knowledge of design guidelines and standards such as American Association of State Highway and Transportation Officials (AASHTO), Americans with Disabilities Act (ADA), Manual on Uniform Traffic Control Devices (MUTCD), and the Roadside Design Guide OR the Maryland Stormwater Design Manual, Standards and Specifications for Erosion and Sediment Control, and the Highway Drainage Manual.
Familiarity with SHA design guidelines and procedures, including the Book of Standards, and Standard Specifications for Construction and Materials
Proficient in preparation and review of cost estimates
Experience with MicroStation design software
General knowledge of the Plans, Specifications, and Estimate (PS&E) process and preparing contract documents necessary for advertising, bidding, and post-advertisement activities such as Addenda and Redline revisions.
Excellent written and verbal communication and interpersonal skills
Licenses & Certifications
Candidate must possess a motor vehicle operator's license valid in state of Maryland.
