Johns Hopkins University Payroll Specialist in Baltimore, Maryland

The Bloomberg School of Public Health Human Resources Office is seeking a P ayroll Specialist to provide payroll processing, support and assistance to centralized HR Team. This position will be reporting to a HR Business Partner (HRBP) within the Bloomberg HR team. The position must demonstrate a commitment to excellence in customer service and ensure efficient human resources and payroll functioning for an assigned group of departments within BSPH. While this position primarily focuses on processing of transactional HR work it will also support the team’s HR process operations by assisting in generating reporting on a monthly and semi-monthly basis, assisting in maintaining the teams’ shared resources, act as an operation assistant for various tasks for the HR team.

Specific Duties & Responsibilities

Processing

  • Provide payroll support for the employees of BSPH; anticipate potential payroll issues and questions and takes pro-active action to prevent development of problems and resolve issues.

  • Initiate or oversee multiple payroll actions (ISRs/EAs) daily, including but not limited to new hires, terminations, leave of absences, salary changes, position changes, reassignments, remove from temp inactive status, bonus supplements.

  • Process or oversee CATS (Time Entry) for hourly staff on a weekly basis.

  • Initiate and complete I9 processing of all new hires, as well as tax forms and social security number requests for foreign nationals.

  • Monitor E210 and process overtime payments for non-exempt staff through consultation with departmental administration.

  • Facilitate departmental requests for new hires of staff, including gathering and processing information into hire ISR for submission to Success Factors online recruiting system.

  • Assists with the maintenance of HR databases, employee files, and master data.

  • Researches and resolves payroll issues for employees.

  • Collaborates with various groups on campus, including HR Shared Services, Finance, Central HR, and departmental leadership, to understand policies and procedures and troubleshoot issues.

  • The incumbent in this position is expected to develop and document standard operating procedures for changes/updates as well as identify areas for process improvements and streamlining.

  • Maintains confidentiality of payroll/personnel information.

  • Other duties as assigned.

HR Operations Assistance

  • The incumbent will assist the HR Business Partner and HR Manager with the completion of departmental projects.

  • Assists with maintaining personnel records and appropriate payroll related documents, including generating monthly and twice-monthly reporting such as: temporary inactive, overpayment, ISR/EA, ServiceNow Tickets, E210 and various other reports.

  • Gather and compile data for reports as needed, assist in analysis of various payroll data.

  • Open and process incoming mail, to include background verification requests, garnishment wage notices, and other business correspondence.

  • Assist in the upload and maintenance of HR resources on our SharePoint site.

  • Assist in the development of training for internal clients on HR engagement, submission, and processing.

  • They will serve as backup for processing for the entire BSPH HR team including student payroll processing and Kronos and CATS time entry.

Additional Knowledge, Skills, & Abilities

  • Excellent organizational skills and orientation for detail.

  • Proven knowledge of payroll principles and/or record keeping or ability to quickly learn.

  • Knowledge of applicable laws and regulations that govern employment and hiring practices, or ability to quickly learn.

  • Ability to work independently and make independent decisions.

  • Ability to independently manage workload and anticipate/plan for required overtime.

  • Previous experience working with diverse populations, commitment to DEI principles.

  • Strong interpersonal and customer services skills.

  • Proven problem solving abilities.

  • Excellent communication skills, including ability to draft original correspondence and reports.

  • Understanding of federal and state guidelines related to employment laws and regulations, FLSA, etc.

  • Proficiency in the development and use of spreadsheets and databases to track, analyze and report on data to be used to support organizational decision making.

  • Proven ability to create reports and manipulate data using Excel.

Minimum Qualifications

  • High School Diploma or graduation equivalent.

  • Three years related experience required. Experience coordinating payroll and/or human resources administration activities.

  • Certification from the American Payroll Association may substitute for 1 year of experience.

Preferred Qualifications

  • Associates or Bachelors degree in HR or related field preferred.

  • Prior experience with SAP Software and ServiceNow.

  • Intermediate skill in MS Excel.

Starting Salary Range: $21.00 - $36.50 HRLY (Commensurate with experience)

Employee group: Full Time

Schedule: Mon-Fri: 8:30a-5:00pm
