U.S. Coast Guard Technical Information Specialist, GS-1412-12 in Baltimore, Maryland

Summary This position is located in Department of Homeland Security, US Coast Guard, Surface Forces Logistics Center, Engineering Services Division, Technical Information Management Branch, Baltimore, MD Responsibilities The incumbent serves as the Team Lead and senior Subject Matter Expert for the Technical Publications Team, Publications Production & Distribution Section, Technical Information Management Branch. This individual is responsible for setting team goals, tasking daily work assignments, monitoring and measuring team metrics, meeting customer requirements and timelines, and overseeing contractor work efforts for a team of five individuals. The incumbent is also responsible for the evaluation, issuance, maintenance, distribution and preparation of technical publications and amendments to all naval engineering technical and electronics plans; the retirement and storage of technical publications. Typical work assignments include: - Setting team goals, tasking daily work assignments, monitoring and measuring team metrics, meeting customer requirements and timelines. - Conducting team meetings to review workload, quality, and administrative issues. - Providing training, mentorship, and empowerment to assist team to achieve quality objectives, productivity goals, and enhance organizational capabilities. - Responding to a full range of complex or difficult inquiries from customers, related to surface engineering technical publications. - Submitting weekly bullets summarizing noteworthy team accomplishments to the Section Chief. - Submitting constructive input to Section Chief to support team member’s performance reviews, work plans, or awards packages, and providing team members with verbal or written recognition for exceptional work accomplishments. - Developing written and oral reports, abstracts, summaries, etc. related to surface engineering technical publication matters. - Identifying, locating, retrieving, analyzing, and reporting on data requests within the Coast Guard enterprise surface technical information system, CG-LIMS STIP. - Revising applicable sections of the Naval Engineering Manual, Tech Standards, SFLC Specifications, Branch Process/Desk Guides, and the STIP User Guide. - Developing process improvement proposals to identify best methods for induction and management of technical publication documents/data for new asset classes, as well as the modernization/digitization of hard-copy technical publications. - Serve as Data Rights/STINFO Subject Matter Expert. Maintain STINFO proficiency; refresh skills through formal and on the job training opportunities, as necessary. - Conduct acceptance testing and troubleshooting of STIP software releases pertaining to technical publications. - Overseeing SFLC Activity assignments, ensuring the work is completed on time and to customer requirements. Requirements Conditions of Employment U.S. Citizenship is required. All qualification requirements must be met by the closing date of the announcement. Qualifications Candidates must show successful completion of a full 4-year course of study that meets all the requirements for a bachelor's degree with major study in engineering or related fields, OR, Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of naval engineering; an understanding of the standard methods, procedures, and techniques of research and analysis in the naval engineering field. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum, OR, A combination of education and experience described above. Additional Experience Requirements: In addition to meeting the basic requirements listed above, candidates must have one year of specialized experience equivalent to the GS-11 level in the Federal government. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience would include: analyzing and organizing miscellaneous engineering technical information or materials; knowledge of printing, publishing and distribution requirements; gathering information from a wide variety of sources; planning, organizing and assisting team study work and to negotiate effectively with management to accept and implement recommendations of proposals involving substantial resources that require extensive changes in established procedures or may be in conflict with the desires of the activity.
