This vacancy is located at the Department of Public Safety in the Office of State Police – Louisiana Oil Spill Coordinator's Office.

FUNCTION OF WORK:

Biologist 1/2/3 in the Louisiana Oil Spill Coordinator's Office (LOSCO) is responsible for assisting in the implementation of oil spill-related Natural Resource Damage Assessments (NRDAs). Responsibilities will include working with interdisciplinary and interagency groups to evaluate biological and ecological injuries after oil spills (includes developing and implementing NRDA plans). This involves collecting and overseeing the collection of samples, meeting regularly with other project personnel including members of State Trustee agencies (i.e., LDEQ, LDNR, LDWF, and CPRA) as well as various Federal Trustee agencies, (e.g., NOAA, USFWS, USFS) and assisting in the analysis of collected data. In addition, Biologist 1/2/3 will assist the Oil Spill Coordinator, Deputy Coordinator, Environmental Scientist Manager, and the Coastal Resource Scientist Manager in the performance of their duties.

Full range of motion is required of a Biologist 1/2/3. Use of a state vehicle is required to perform duties. Participate in weekend response duty. Computer proficiency is required (to access work assignments, communicate with involved parties, and access electronic emails, media, reports, etc.). NJMS 100, 200, 700, 800 series and HAZWOPER training are required and will be provided.

55% Biologist 1/2/3 is responsible for designing and directing field plans to collect biological and habitat data for oil spills, damage assessments, and restoration projects using relevant scientific methods for the various environments within the state. Biologist 1/2/3 is responsible for preparing comprehensive reports detailing project developments, biology and habitat issues, monitoring and management activities for NRDA projects. Biologist 1/2/3 will work independently, as well as, coordinate with other biologists., environmental scientists and coastal resource scientists as a team member. May assist in the development of technical policy matters.

Provides guidance and direction in field investigations for NRDA projects associated with habitat, fish, and wildlife at both individual and population levels (e.g., specimen collection, telemetry, life history, catch per unit effort, and baseline studies). This includes data intake, data management, data analysis, and data validation. Develops mapping products when requested (GIS skills preferred). Trains field personnel in proper techniques to collect, store and transfer (under chain of custody), and ship scientific data. Conducts literature reviews and searches for articles related to NRDA topics and is involved in maintaining literature citation database and LOSCO's database. Biologist 1/2/3 will work with Trustees on the development and implementation of the compensation schedule and restoration banking program for oil spills.

30% Assist in the development of wildlife and habitat response preparedness and protection plans. During emergency oil spill response, the Biologist 3 will assist with response activities according to the designated function(s) and associated duties specified in the LOSCO Response Procedures. Provide technical advice to the Oil Spill Coordinator, Deputy Coordinator and Lead Responder during oil spill response.

5% Biologist 1/2/3 will serve on the State Natural Resource Response Team during NRDA. This includes activities such as natural resource protection activities, reconnaissance, and monitoring activities associated with protection efforts.

5% Biologist 1/2/3 will represent LOSCO and engage at general meetings, workshops, symposiums, conferences, seminars, training opportunities, and drills. Assist in developing and implementing education and outreach program.

5% Perform other related duties as assigned by supervisor.

A baccalaureate degree in a biological science, marine science, environmental science, wildlife or fisheries management, animal science, forestry, natural resources, or conservation.
