The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission.
The Office of Alcohol & Tobacco Control (ATC) is responsible for overseeing the alcoholic and tobacco industries within the state. The office is comprised of four divisions: Administrative, Business, Legal and Enforcement.
ABOUT THIS POSITION:
The Business Division is responsible for the licensing of alcoholic beverage manufacturers, wineries, retailers, wholesalers and wholesale tobacco product dealers. The Business Division processes over 25,000 alcohol and tobacco permits annually, including notifying permits holders of renewal dates and collecting permit and administrative fees. The Division also is responsible for administration or the Responsible Vendor Program which governs the distribution of and maintenance of over 75,000 server permit annually.
The incumbent in this position works primarily in a quality assurance role. The purpose or this role is (1) to provide effective and efficient customer service to tax payers, (2) to identify processes used by other Analysis that Increase the lime It takes taxpayers to receive a permit and correct processes through identification of processing errors end training Analysis on more efficient processing practices; (3) inspecting and auditing documents to ensure that all permits issued conform to applicable laws, standards, and rules and regulations; (4) investigating and resolving taxpayer complaints, Incumbent processes new business applications and provides a high level of customer service to taxpayers new to the alcohol and tobacco permit process.
Duties include, but not limited to:
Processes new business applications by assisting taxpayers with application process for opening new businesses, acquisition of an on-going business, and/or renewal or a current permit.
Provides high level customer service to taxpayers new to the alcohol and tobacco permitting process.
Conducts audits on internal business division permit files to verify accuracy and consistency, and ensure compliance with all policies on the issuance of new applications and renewals.
Follows up with Analysts' permit files that have discrepancies caused by user error or lack of knowledge/information to correct discrepancy.
Ensures that Analysts receive proper training/support to avoid future discrepancies when serving taxpayers.
Performs other duties as assigned.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience in which clerical work was a major duty.
SUBSTITUTIONS:
Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience for a maximum of one year of the required experience.
Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for a maximum of one year of the required experience.
College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.
NOTE:
Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.
NOTE:
Any college hours or degree must be from an accredited college or university.

Examples of Work
Based on each position's assigned division/office, performs advanced, complex duties to include substantial contact with taxpayers.
Assists taxpayers in preparing tax forms, tax returns, and tax registration forms; responds to inquiries regarding such.
Determines validity and accuracy of assessed tax liabilities by reviewing forms, documents, and payments for compliance with tax laws.
Contacts taxpayers to clarify and obtain information; informs taxpayer of tax account status, legal rights, and obligations, and computes penalty and interest.
Determines appropriate collection action (i.e. informal installment agreement, penalty waiver, extensions, etc.) as a means of satisfying liabilities, based on account history and taxpayer response.
Initiates billings on accounts not complying with filing requirements by calculating and assessing tax amount.
Sells cigarette tax stamps to authorized wholesale tobacco dealers; prepares reports on sales.

R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue ("LDR") to conduct a criminal history records check of a prospective employee who will access federal tax information to perform his job duties.
