Section 36 – Plan Quality
About this position:
This position functions semi-independently with some direct supervision from the Engineer 6, and:
Assists the Engineer 6 Plan Quality Engineer in a unit that serves as experts in plan development procedures and design policies.
Keeps up with current design and construction practices in order to ensure that construction plans include necessary information, proper formatting, and correct pay items and quantities to minimize scope and budget changes during construction.
Supports statewide DOTD and consultant designers and other engineering personnel regarding plan development, plan requirements, standardization, item selection, specification interpretation, and implementation of construction plans.
Serves as a resource for external customers on communicating the intent of the design policies and specifications in a set of construction plans.
Reviews, with assistance from the Engineer 6 Plan Quality Engineer, both consultant and DOTD in house design plans in an effort to provide a centralized quality control of construction plans. This allows for a standardization of construction plans throughout the state to reduce errors, misunderstandings, and misinterpretations of plan information that could lead to FALCON questions, delay of project lettings, bid irregularities, or costly change orders.
Provides review comments on a statewide basis for all types of construction plans. The plan developers will use these reviews to modify and make corrections to plans. The reviews will function as a mechanism for communicating necessary changes in design policy or processes to those who submit plans for review.
Coordinates with the Construction Section, District Design Offices, Road Design Section, Bridge Design Section, and the Publications Engineer to have specifications and standard plans updated as needed to address problems that are reflected in redundant or unnecessary plan notes, recurring plan errors, change orders, questions from designers, and FALCON questions.
Meets with various executive staff members and section heads and provides documentation to explain review comments and their final dispositions, decisions made concerning potential problems, and a description of the review level to which a project was subjected.

The Engineer Intern Applicant position can only be filled as a temporary Job Appointment. A job appointment is a temporary appointment that may last up to 24 months. This positionmaybe converted to a probational appointment in the future.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Eligibility for a Louisiana Engineer Intern Certificate.
NOTE: This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

SUPERVISION EXERCISED:
Functional supervision may be exercised over Engineering Technicians.

Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.
Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.

While in an official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations and DOTD policies, procedures, manuals, and directives.
DUTIES AND RESPONSIBILITIES
60% Review of Construction Plans: While being assisted and directly supervised by the Engineer 6 Plan Quality Engineer:
Reviews both DOTD and consultant plans for technical and mathematical accuracy, adherence to current format requirements, and overall quality control purposes.
Determines whether the scope of the plans is appropriate under the circumstances.
Contacts relevant sections to change plans according to changes in policies, specifications, or construction practices.
Provides detailed comments to designers indicating errors, necessary changes, or potential problems that may arise during the bidding or construction processes.
Documents the aforementioned comments and the manner in which they were addressed for the Chief Engineer's reference.
15% Coordinate with Other Sections: While being assisted and directly supervised by the Engineer 6 Plan Quality Engineer:
Reviews specifications, standard plans, and special details to provide expert advice on how any potential changes would affect the way that DOTD communicates information via plans.
Helps determine what other sections or processes may be affected by the proposed changes and follows through with the affected sections to make sure that all existing manuals, plan tables, details, standard plans, etc., accurately reflect these changes.
Notifies appropriate DOTO sections and/or executives when recurring items arise that could be resolved by changing existing processes, specifications, or standard plans.
10% Plan Review Meetings:
Arranges and chairs plan review meetings with project managers and/or designers to allow for a free flow discussion and explanation of plan review comments.
Explains the reasoning behind the comments for clarification purposes and to facilitate collaborative learning to avoid future errors or misunderstandings.
10% Plan Development Meetings:
- Participates in plan development meetings as needed to provide expert advice on problematic issues that may affect construction or plan design.
5% Other Duties:
- May be required to perform other duties as necessary, including, but not limited to, emergency/disaster support activities.
