About this Position:

This position is located in DOTD's Headquarters (HQ) HR Office, works under the direct supervision of the Payroll & Benefits Manager A (HR Manager A) and serves as DOTD's agency-wide Insurance Specialist. Incumbent provides expert analysis, review, and input on a variety of complex and non-routine issues dealing with insurance programs for both active and retired DOTO employees. The incumbent also serves as lead worker over lower-level HR Analysts, who have responsibility for serving as first-line contacts on insurance issues. The incumbent exercises independent judgment and discretion in all work activities. The incumbent must possess a broad, working knowledge of Civil Service rules and DOTO policies, as well as Office of State Uniform Payroll (OSUP) regulations for payroll actions, Office of Group Benefits (OGB) requirements for health insurance, and various other provisions governing the use of miscellaneous benefit plans. Analytical, written and oral communications skills are paramount. The incumbent focuses on increasing the effectiveness of assigned programs, ensures implementation of improvement plans, systematically evaluates results, and recommends adjustments when needed.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level human resources experience.

SUBSTITUTIONS:

a. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree.

b. A Master's in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience. (The college transcript must indicate the major as business administration, public administration, human resources/personnel, etc. Master's degrees in fields such as marketing, economics, etc. are not acceptable.)

c. Possession of a Juris Doctorate will substitute for one year of the required experience.

Advanced degrees with less than a Ph.D. will substitute for a maximum of one year of the required experience.

d. A Ph.D. in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for two years of the required experience.

All advanced degrees will substitute for a maximum of two years of the required experience.

e. Certification by the Society for Human Resource Management (SHRM) as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), a Certified Professional (CP) or a Senior Certified Professional (SCP) will substitute for a maximum of one year of the required experience.

In order to receive credit, your certification must be current (i.e., issued within the last three years). Examples of Work

50% Statewide Insurance Support and Retiree Liaison

Serves as the staff expert on insurance matters and, as such, provides guidance to HQ Payroll Staff & District HR Analysts on insurance issues. Audits entries made by HQ Payroll Staff and District HR staff into the OGB eEnrollment system, the Benefits Module of the HCM payroll system, and any other insurance-related information systems. Disseminates OGB Annual Enrollment information and information regarding any other relevant changes to insurance benefits, and coordinates agency actions related to these events. The incumbent stays abreast of all changes in the OGB Contract Provisions for health providers. Serves as the agency's master user for the OGB eEnrollment system and any other insurance-specific systems (Flexible Spending Account administrators, etc.) and oversees agency security access to these systems. Serves as primary liaison to agency retirees on insurance related matters. As such, consults with new and existing retirees on a variety of different issues, including OGB participation and premium amounts. Receives and reviews documents submitted for insurance enrollments/changes, makes appropriate entries in the necessary information systems, and forwards documents to OGB, as required.

45% Insurance Reporting/Account Reconciliation

Generates and/or reviews reports to verify agency compliance with the Affordable Care Act (ACA), making system entries for ACA reporting, as needed. Coordinates the timely payment of the OGB invoices each month. Generates and/or reviews reports from OGB and HCM to identify premium underpayments and/or overpayments for both active and retired DOTD employees. Takes necessary actions to research and resolve discrepancies reflected on the agency monitoring report and exception/deduction report, and assesses the need for payments and/or credits, to keep employees' coverage from being flagged and/or terminated. Recovers the state share of health and life insurance and processes refunds to retirees, as appropriate. Ensures that the proper amounts are paid for the state share on a monthly basis. Generates reports from eEnrollment to ensure appropriate costs, plan participation, level of coverage, and any other key factors are correct. Confers with the Legislative Auditor and the DOTD Internal Auditor as appropriate. Provides support to Field HR personnel on issues involving overpayments and/or underpayments; seeks to resolve situations quickly and accurately. Issues monthly premium notices to Section 94 employees (those injured on the job) and any other employees requiring an invoice from the agency for OGB premiums, and ensures appropriate amounts are submitted to OGB. Receives payments from employees who are on LWOP for their monthly premiums; coordinates with Financial Services, and enters information into LaGov as appropriate. Issue refunds when LWOP and retired members have overpaid on health and life premiums when applicable. Communication is also required with the retirement systems, as it relates to retiree insurance.

5% Emergency Operations Management

The incumbent of this position is designated as an Essential Employee and is on "High Alert" during emergency situations, in accordance with the HR Section's Emergency Call-In procedures. The incumbent may also be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
