About this Position:

This advanced work requires specialized licenses. The incumbent performs pilot and agency program duties for the DOTD-Location and Survey unit under the direct supervision of the Aircraft Fleet Command Pilot. Serves as lead contact for crewed, 1 (one) fixed-wing, aircraft operations. Also is responsible for the general care and operation of six (6) UAV aircraft. This incumbent will be in charge of the LIDAR and Photogrammetry program field collections in Location and Survey.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Federal Aviation Administration (FAA) commercial pilot license with instrument rating or Airline Transport Pilot (ATP) license followed by 1000 hours of recorded flight time.

NECESSARY SPECIAL REQUIREMENTS:

Ability to check out on the models and types of aircraft to be flown.

Possession of current FAA medical certificate.

Possession of appropriate ratings, waivers and/or certificates that may be required by the position to which the appointment is being made.

Must be willing to carry and use a firearm if the flight assignment should require it.

NOTE: Any college hours or degree must be from an accredited college or university.

Job Distinctions:

Differs from Aircraft Pilot 2 either by responsibility for administering the aviation program for an agency with less than five aircraft or responsibility for directing regional flight operations for four or more aircraft within an agency wide air fleet.

Differs from Aircraft Fleet Command Pilot by lack of responsibility for air operations for six or more aircraft.

Examples of Work

50% Utilizes specialized certificates and ratings obtained through the United States Department of Transportation.

  • Federal Aviation Administration (FAA), (For example: Commercial Pilot Certificate, and Instrument Rating and/or Flight Instructor Certificate); in the performance of those duties typically required during aircraft operations, Such as aircraft performance calculations, and the evaluation of the various factors that potentially affect safe operation of aircraft with regard to pre-flight, flight and post flight preparation and actions. Review, coordinate and perform missions for aerial data collection regarding statewide mapping as well as smaller areas of interest. Work with unit personnel to complete projects undertaken within the Location and Survey unit.

Uses knowledge to insure that all flight related tasks and actions conform to FAA regulations, manufacturer requirements, and DOTD guidelines. Acts as pilot in command, or co-pilot during flights; primarily providing crew assistance to supervising or subordinate employees as required during flights conducted for the collection of imagery and/or LiDAR data for the DOTD-Location and Survey unit. Work within Location and Survey unit to supervise the fixed wing and UAV assets used during the planning, performance and post flight work involved using program collection activities of the section associated with photo and LiDAR data collection. The incumbent may be required to work outside of normal business hours. Ability, willingness and medical fitness to maintain flight currency and proficiency in order to provide safe, professional level performance during flight operations in day, night and instrument flight conditions in complex, high-performance, turbine, single-engine or multi-engine, fixed-wing aircraft during operations for LiDAR and photography collection activities as well as passenger, training and maintenance use flights is expected. Pa1iicipation in the careful installation and removal of major and minor components of collection equipment and/or seating as appropriate to the required aircraft use configuration is expected.

30% Incumbent will use forms or programs necessary to input and enter data related to tracking aircraft usage, and complete records needed by the command pilot which will show monthly operational cost in a legible, timely and appropriate manner. Incumbent will aid Command pilot in the compilation of pilot training records.

Generates maintenance squawks, repair request, and coordinates maintenance repairs with aircraft maintenance personnel. Prepares records and reports as required by supervisory personnel from the department.

15% Assists Aircraft Fleet Command Pilot with passenger flights as required for DOTD personnel such as the Secretary and/or staff, Heads of other state agencies, and State or Federal officials as directed and approved. May serve as interim Aircraft Fleet Command Pilot as directed.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities. May perform additional duties as necessary to ensure the smooth and efficient operations of the Location and Survey Section.
