Job Summary

Observes and inspects public and private construction activities in the field to ensure that work is performed in accordance with the contract’s technical plans, specifications, and City ordinances. Performs construction administration duties that include: preparation and review of pay estimates, writing correspondence, preparation of daily inspection reports, submittal reviews, preliminary negotiation of changes, and coordinates between City officials and contractors. Investigates construction sites in the extra-territorial jurisdiction (ETJ) for county and city approvals.
Duties
Construction Inspector I
Reviews construction activities such as street reconstruction, water line installation, sewer line installation, lift station construction, water and wastewater plant rehabilitation etc.; to determine if construction is within compliance of City written specifications and approved plans and monitors and records the activities and amount of material used. Witnesses the installation of the work, materials testing activities, and documents any performance testing of utilities in daily inspection reports (hydrostatic testing, disinfection, exfiltration/infiltration water tests, low pressure air testing, mandrel pull, manhole vacuum testing) for acceptance by the City. Prepares daily progress reports, including photo documentation, weather and site conditions, monitors and records quantities of material used and reviews pay estimates for quantity accuracy. Performs weekly storm water pollution prevention and traffic control and safety inspections for capital improvement projects, and periodic stormwater quality inspections for commercial projects assigned.
Verifies material installed conforms to approved project material submittals. Coordinates and ensures materials testing, laboratory testing and sampling are performed for each assigned project. Verifies that all materials and construction methods conform to approved submittals, approved product lists and are in conformance with standard details, plans and specifications, and all work requiring construction materials testing is in conformance. Coordinates with other city departments and private utilities as required to maintain construction progress.
Documents the results of water and sewer taps and driveway tie in paving related to commercial/private development construction documentation and enters results into the City’s software systems.
Reviews and documents construction issues, references the issues in the City's plans and specifications, and interprets the constructed item for compliance and conformance. Identifies the location and materials that are subject to conflict or non-compliance. Responds to citizen complaints and questions and works with contractors to resolve and communicate the disposition of concerns on construction projects.
Inspects and maintains documentation of work performed on multiple construction projects of moderate complexity such as street reconstruction, utility replacement, removal and re-location of utilities, concrete and asphalt paving, new roadway construction, structural (vertical) nature (single or multi-level), water and wastewater plant rehabilitation etc. Prepares and maintains project daily construction reports, stormwater pollution prevention, traffic control inspections for multiple projects. Reviews pay estimates for correct quantities and verifies materials installed are in compliance with project submittals for materials.
Construction Inspector II
Reviews and communicates on site construction issues with contractors. Interprets plans and specifications for compliance and conformance for various CIP project throughout the city. Verifies that all materials and construction methods conform to approved submittals, approved product lists and are in conformance with standard details, plans and specifications, and all work requiring construction materials testing is in conformance. Coordinates and ensures materials testing laboratory testing and sampling are performed for each assigned project. Verifies that the construction of improvements that will become public, such as subdivision construction completed by private development is in compliance (roadway, underground storm drainage, detention facilities, water and sewer construction). Coordinates with other city departments and private utilities as required to maintain construction progress
Provides direction to resolve issues, and recommends remaining issues for construction advisory or non-compliance notices. Identifies the location and materials that are subject to conflict, or could become the area of potential change orders and escalates such issues to division leadership. Documents the results of water and sewer taps and driveway tie in paving inspection documentation and enters inspection results into the City’s software systems.
Responds to citizen complaints and questions and works with contractors resolve and communicate the disposition of concerns on construction projects. Ensures that all responses are documented and tracked, and closed in the Citizen Complaint log.
Seeks opportunities for work process improvement to contribute to the team by increasing work efficiency and personal improvement through acquisition of additional skills and certifications.
Construction Inspector III
Reviews and interprets construction plans for street reconstruction, water and sewer line installation, lift station and plants for constructability prior to bidding. Inspects and maintains documentation of work performed on multiple construction projects of high complexity such as water and wastewater plant rehabilitation and construction, vertical construction; ensures construction is in conformance and in compliance with City plans, specifications, and State law; Enforces safety regulations; Identifies construction issues and initiates troubleshooting and problem solving with contractor.
Assists construction inspectors to troubleshoot project issues by coaching on processes and technical requirements. Coordinates materials testing services across multiple projects in support of construction inspectors as needed. Resolves issues related to failing testing results. Drafts electronic correspondence and resolves citizen issues with construction projects.
Prepares daily progress reports and reviews pay estimates on construction projects for accuracy and contract conformance. Discusses construction progress and issues with contractors and interprets plans and specifications for them. Coordinates and ensures materials testing laboratory testing and sampling are performed for each assigned project. Coordinates work of contractors with other City departments and utilities. Supports resolution of field issues with Construction Manager and Project Managers. May also inspect construction of improvements in the right of way on subdivisions within the City and ETJ and maintain documentation for city approval. Provides clear and precise communication with the owner/developer, county representative, the design engineer, primary inspector and the City's engineering/development section.
Responds to citizen complaints and resolves citizen concerns. Oversees review of the City's online inspections portal (Energov) related to commercial and subdivision projects for inspection. Assigns required inspections to inspections staff, including ensuring proper documentation is provided and audited regularly. Assists and the Construction Manager and Assistant Construction Manager by representing the City at preconstruction meetings, project completion inspections and other field meetings.

Minimum Qualifications
Construction Inspector I ($21.26 - $26.57 DOQ)
Required
High School Diploma or equivalent (GED) plus specialized technical courses.
Two years experience in construction inspection or a related field.
Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
ACI and SB102 HMAC Certification, or must be obtained within six months of date in position.
OR
An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
Preferred
Associates Degree from an accredited college or institution in Construction Management, or a related field.
Municipal government experience in inspection or design.
Bilingual in English/Spanish.
Construction Inspector II ($24.06 - $30.07 DOQ)
Required
High school diploma or equivalent (GED) plus specialized technical courses.
Three years of experience in construction inspection or a related field.
Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
ACI and SB102 HMAC Certification, or must be obtained within six months of date in position.
OR

Knowledge, Skills and Abilities
Knowledge of surveying methods, techniques and related equipment. Knowledge of work being performed to ensure it is being done according to plans and to ensure work is installed according to contract document specifications. Ability to interpret blueprints, read and write legibly, and communicate with contractors. General knowledge of civil engineering construction practices. Ability to get along appropriately and professionally with co-workers and the public.
