Summary The duties of the Prosthetic Representative are to administer, supervise, and perform work concerned with rendering prosthetic and sensory aids services to disabled patients. The work may include: planning, developing, and directing a prosthetics and sensory aids program at local, Veterans Integrated Service network (VISN), or national levels; advising clinicians on selecting, prescribing, and acquiring prosthetic devices; advise on new prosthetics field developments and supply sources. Responsibilities FUNCTIONS/SCOPE OF DUTIES: Listed below are the tasks for the Supervisory Prosthetic Representative, GS-12: Develop local organizational policies and procedures consistent with national policies and procedures Develop Statements of Work and/or Performance Work Statements for Prosthetic supply/service contracts and serve as a FAC-COR Level I Contracting Officer Representative (COR) or Alternate COR Establish long and short-term program goals Responds to a variety of correspondence i.e., Contractors, Home Oxygen program issues, etc. Responds to a variety of correspondence i.e., White House, Congressional, and/or other questions or complaints Chairperson in local facility committees, workgroups, and/or teams Assess and provides technical guidance concerning Prosthetic equipment and benefits to beneficiaries and other health care workers Adjusts workload and develops performance measures Implements new local and national guidelines Develop tools that allow monitoring of a quality assurance program Analyze, review, and evaluate the results of various monitors and databases Confers with contractors and other health care workers Inform veterans and family on different appliances and services available Plan, develop, and prepare budget estimates Analyze cost to develop cost containment initiatives Coordinates specialty programs which include clothing allowance, Home Oxygen, Automobile Adaptive Equipment (AAE), Home Improvement Structural Alterations (HISA) Determine eligibility Review medical and administrative files of veterans Interview veterans and inspect prosthetic equipment /appliances Authorize benefit payments and reimbursements for local and regional programs such as Clothing Allowance and Automobile Adaptive Equipment Conduct home and vendor visits to determine contractor compliance with Statement of Work/Performance Work Statements and evaluations regarding Home Improvement Structural Alterations (HISA) modifications Inspect and recommend approval of contractor prosthetic shops/warehouses Implement Joint Commission standards of care Coordinate specialty clinics which include, but not limited to, Power Mobility/Wheelchair, Amputee, Major Medical Equipment Committee (MMEC), Preventive Amputee Care Team (PACT), etc. Ensure clinic decisions are implemented Manages, maintains, and controls inventory SUPERVISORY CONTROLS: Exercise delegated managerial authority to set a series of annual, multiyear, or similar types of long-range work plans and schedules for in-service or contracted work. Assure implementation (by lower and subordinate organizational units or others) of the goals and objectives for the program segment(s) or function(s) they oversee. Determine goals and objectives that need additional emphasis; determine the best approach or solution for resolving budget shortages; and plan for long-range staffing needs, including such matters as whether to contract out work. These positions are closely involved with high level program officials (or comparable agency level staff personnel) in the development of overall goals and objectives for assigned staff function(s), program(s), or program segment(s). Exercise all or most of the delegated supervisory authorities and responsibilities described below for at least 9 of the following: Using any of the following to direct, coordinate, or oversee work: supervisors, leaders, team chiefs, group coordinators, committee chairs, or comparable personnel; and/or providing similar oversight of contractors. Exercising significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank. Assuring reasonable equity (among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates or assuring comparable equity in the assessment by subordinates of the adequacy of contractor capabilities or of contractor completed work. Directing a program or major program segment with significant resources (e.g., one at a multimillion-dollar level of annual resources. Making decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel, or by contractors. Evaluating subordinate supervisors or leaders and serving as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors. Making or approving selections for subordinate supervisory or nonsupervisory positions. Recommending selections for subordinate supervisory positions and for work leader, group leader, or project director positions responsible for coordinating the work of others, and similar positions. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education. Individual must meet at least one of the requirements below. (1) Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; OR, (2) Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; OR, (3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying Physical Requirements: Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job including their physical, mental and emotional capacities, without endangering their health or the health of their co-workers. English Language Proficiency: Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. Grade Determinations: GS-12 Prosthetic Representative (Supervisory) (a) Experience. At least one year of experience equivalent to the GS-11 grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs (They MUST be demonstrated on your resume): 1. Leadership and managerial skills, including skill in interpersonal relations and conflict resolution to deal with employees, team leaders, and managers. 2. Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions. 3. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. 4. Skill in coordinating work flow and work assignments. 5. Ability to counsel patients and work effectively with a clinical team to resolve conflict. (c) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and must be performed by the incumbent at least 25% of the time. The supervisor is responsible for the supervision, administrative management, and direction of assigned PSAS staff. The supervisor is delegated full administrative and professional responsibility for planning and directing the staff activities for the section or equivalent work unit. Program areas of responsibility include, but are not limited to, procurement; PSAS clinical services, customer service/reception, inventory management associated with medical, rehabilitative, and durable medical equipment devices, home durable medical equipment deliver/set-up/installation. visual or hearing devices, assistive technology, orthotics/prosthetics, PSAS contract development, management and oversight of contract programs, such as home oxygen, durable medical equipment, orthotics/prosthetics, and eyeglasses, and benefit programs, such as home improvement and structural alterations, automobile adaptive equipment, clothing allowance. They serve as contract officer representative for PSAS contracts and chair facility committees and administer benefit programs. The Supervisor provides education and training to Veterans, caregivers, VA clinical teams and PSAS staff. The Supervisor assures compliance with accrediting agency and regulatory requirements; establishes and monitors performance and quality metrics; reviews and modifies work processes to achieve optimal efficiency and effectiveness; ensures customer satisfaction; and takes corrective actions as needed. He/She develops policies and procedures; manages document control; develops performance standards, position descriptions and functional statements; and is responsible for professional and administrative management of an assigned area to include budget execution. Approves and disapproves employee leave requests; monitors time and attendance; and ensures that all requests for hiring, promotions, awards and disciplinary actions are justified and carried out according to appropriate VA Human Resources policies and procedures. The supervisor maintains interdepartmental relations with other services to accomplish medical center goals. Physical Requirements: The work is primarily sedentary but also requires some standing, walking, bending, lifting and carrying of light items. The work requires above average agility and dexterity. The work may require the incumbent to assist with moderately heavy lifting or to assist patients transitioning from sitting to standing positions and vice versa.
