Office of the Director of National Intelligence Faculty Member China Science Technology and Innovation (ETGR) in Bethesda, Maryland

Summary The National Intelligence University (NIU) is the Intelligence Community's sole accredited, federal degree-granting institution. It serves as the intellectual hub for the intelligence profession, preparing today's leaders for tomorrow's challenges. Responsibilities Incumbent serves as an Emerging Technologies faculty member at National Intelligence University (NIU), teaching graduate courses in the Emerging Technologies and Geostrategic Resources (ETGR) concentration within the Oettinger School of Science and Technology Intelligence (SSTI). Incumbent may teach courses in military and commercial technology, research, development and acquisition, and technology transfer and counterespionage. Incumbent will perform research and external engagement in his/her field of expertise. Represents the University at ODNI, IC agency meetings, conferences and symposia related to expertise, and maintains active liaison with government and private sector civilian, military, educational individuals associated with intelligence. Incumbent will serve as a thesis advisor and reader and may also teach core intelligence and undergraduate courses. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Earned graduate degree from an accredited university in natural science, engineering, computer and information sciences, mathematics and statistics, or a related area. Expert knowledge of the research, development, and acquisition components and functions of the Chinese national innovation system and their integration with Chinese civil and military policy objectives. Experience in some or all the following areas: (a) evaluating or preparing analytical intelligence reports for senior US government or industry policymakers, (b) teaching courses at the graduate or undergraduate level, or (c) overseeing student or other research projects. Expert oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to, and meets the needs of, diverse audiences with different perspectives and objectives. Desired Requirements: Earned PhD from an accredited university in natural science, engineering, computer and information sciences, mathematics and statistics, or a related area. Ability to read technical Mandarin. Expert knowledge of international technology transfer and export controls, scientific research and development, system engineering, acquisition, or intellectual property. Published original research in peer reviewed journals or other professional outlets. Experience with Intelligence Community operations, collections, analysis, or applications; including military intelligence. Demonstrated academic experience with teaching courses at the graduate level, conducting academic research and scholarship, writing and reviewing research papers and theses, and academic course and program development, including creating and evaluating academic assessment data and standards. Knowledge of or experience with space missions and technology. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
