ICF Senior Communications Manager, Community Outreach and Engagement in Bethesda, Maryland

Description

ICF is seeking a Senior Communications Manager, Community Outreach and Engagement to support a federal agency that is focused on building resiliency in communities across the U.S. Your work will contribute to ensuring communities and tribal nations increase resiliency and reduce risk from disasters and natural hazards. You will oversee a team of community engagement specialists for nationwide program expansion and assistance to communities and tribal nations that are at most risk for natural hazard events.

The role is based in the Washington DC metropolitan area. It presents a great chance to influence and support community development and resilience programs, expand the program's outreach, and create valuable engagements that encourage growth and innovation at the local level. The primary responsibilities include improving community interactions, recognizing, and addressing their requirements, and creating an atmosphere promoting collaboration and sustained engagement.

Key Responsibilities:

  • Work with the community outreach team to support the creation and execution of the program's communication engagement plan.

  • Oversee a team of regional coordinators to coordinate communications and engagement support for communities and tribal nations.

  • Conduct extensive research on potential partners members, communities, and tribal nations to ensure their participation in regional efforts.

  • Work with regional team members to conduct listening sessions to understand needs, knowledge around hazards, and current resilience projects.

  • Work with regional teams and communities to form steering committees to inform resilience strategies and encourage community-led action.

  • Work with the community and tribal nation to communicate the results of the community needs assessment and action plans, including proposing outreach ideas to garner support.

  • Work with the larger programmatic team members to enhance community engagement. Support the overarching branding, marketing, and communications of the program to various stakeholders.

  • Engage proactively in problem-solving scenarios, ensuring stakeholder interests align with program objectives.

  • Support communications and engagement by developing and disseminating materials, including webinars and workshops, fact sheets, stories, infographics, presentations, etc.

  • Oversee project management tasks, including strategic planning, progress assessments, and reporting.

  • Administer day-to-day operations such as scheduling meetings, collecting data, and coordinating communications.

  • Contribute to market intelligence efforts, ensuring the program remains ahead of trends and changes.

Required Qualifications:

  • A minimum of 10 years of experience in community engagement, communications, and/or project management.

  • BS/BA degree.

  • 1+ year experience working with internal and external stakeholders.

  • 5+ years working alongside of a government agency on program implementation.

  • 3+ years in project management, reporting, and strategic planning and communications.

  • Able to obtain and maintain a government security clearance.

Preferred Qualifications:

  • BS/BA degree in Communications, Marketing, Political Science

  • Comprehensive understanding of the purpose of FEMA’s Building Resilient Infrastructure and Communities program, with the ability to connect and communicate effectively with audiences.

  • Familiarity with Microsoft Office tools.

  • Ability to multitask effectively, concurrently managing various tasks, communication efforts, and events.

  • Adept at multitasking and managing concurrent projects.

  • Demonstrated ability to be proactive and solution-oriented.

  • Excellent communication skills.

  • Experience in working in a highly-collaborative team environment .

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$116,605.00 - $198,228.00
