Job Description

GENERAL PURPOSE The County Casework Supervisor -- CPS/GPS Ongoing position supervises caseworkers providing general protective services (intake and ongoing) to families with children reported to be neglected or dependent.

SUPERVISION RECEIVED This position reports directly to the Children, Youth & Families (CYF) Program Director (County Casework Manager 2).

SUPERVISION EXERCISED This position is responsible for supervision of three (3) to five (5) full-time caseworkers. 

ESSENTIAL DUTIES OF THE POSITION Directs, plans, and coordinates the activities of caseworkers in unit via individual case conferences with supervisees, unit meetings, and conferences.

Reviews case assignments through direct observation and review of paperwork in order to ensure provision of services to compliance with state and federal regulations and agency policy and procedure.

Participates in agency and interagency staffing, administrative meetings, unit meetings, court hearings, multi-disciplinary team meetings, etc. to ensure service provision.

Assigns cases received from other Children, Youth & Families units and reviews and approves the transfer and closing of cases within the unit. 

Reviews Safety Assessments, Risk Assessments, Family Service Plans and Reviews, Placement Amendments and Reviews, court and/or referral summaries, case logs and other written materials related to cases assigned to the unit.

Functions as a back-up to the caseworker and handles cases in the absence of the worker.

Assists caseworkers in the performance of their duties and, in select situations, intervenes with families and the community.

Orients and trains new agency staff and provides ongoing staff training.

Participates in the provision of ongoing staff training and development to develop expertise and factual knowledge. Acts as a contract monitor with specific service providers (vendors) responsible for monitoring the quality of service being provided. Responsibilities include familiarity with the program, services, rates, and referral procedures, scheduling and conducting quarterly in-house reviews, and management of fiscal invoicing problems.

Serves as agency representative or agency liaison with community groups and service providers and educates the public in regard to agency policy and program.

Acts as liaison between administration and casework staff and effectively communicates with both.

Reviews and approves invoices.

Completes probationary, annual and, as needed, interim performance evaluation reports for all supervisees in the unit. Completes Individual Training Needs Assessment (ITNA) for each supervisee.

Grants caseworker requests for leave and compensatory time while ensuring adequate and sufficient coverage for the unit.

Prepares reports and correspondence as needed or requested and maintains necessary records as required.

Maintains professional growth and development via trainings, seminars, conferences and through review of current professional literature.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE -- Two years of professional experience in public or private social work and a bachelor's degree with major course work in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences;  OR*

Any equivalent combination of experience and education, which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.

Employee assigned to this title will be required to possess and maintain a valid and current motor vehicle operator's license. Must have an acceptable driving record. Personal vehicle required for County business, employee is eligible for mileage reimbursement.

KNOWLEDGE, SKILLS, AND ABILITIES  Knowledge of the basic principles of supervision.

Knowledge of current case management and social work principles, practices, and methodology.

Knowledge of individual and group behavior and methods used in working effectively with children, youth and families, people who are mentally disabled, people who are physically challenged, and others.

Knowledge of the basic principles and methods of program interpretation and community organization.

Knowledge of the rules, regulations, policies, and procedures that relate to the provision of social services.

Knowledge of current social, economic, and health problems and available resources.

Ability to plan, organize, and supervise the work of a professional and non-professional social service staff.

Ability to analyze, interpret, and evaluate case records and recommend sound courses of action.

Ability to orient and train subordinates on rules, regulations, policies and procedures and provide technical assistance.

Ability to establish and maintain effective working relationships with clients, families, agency staff, community service agencies and facilities, and the general public.

Ability to clearly express ideas verbally, and in writing.

Ability to maintain confidentiality at all times.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.
