Guthrie Manager, Radiology - Radiology Administration - Full Time in Binghamton, New York

Position Summary:

Responsible for planning, organizing, and general management of all administrative and clinical functions (in conjunction with the Radiologists) for the Radiology Department. Coordinates daily departmental activities, assumes responsibility for professional and support staff, and maintains standards of quality and performance improvement; plans, directs, and supervises all technical aspects of all areas of responsibility in regard to services, programs, and evaluations of such programs; responsible for the day‐to‐day operations of all areas supervised. Include patient services in Diagnostic Radiology, Mammography, Ultrasound, Nuclear Medicine, C.T. Scan, M.R.I. and Holter Monitor.

Experience:

Minimum of five (5) years of previous Radiology management experience in an accredited hospital Radiology/Imaging Department. Broad experience in more than one modality or systems information‘s specialist highly considered. The position also requires five (5) or more years of related technical and healthcare project management experience including at least two years of knowledge with PACS or RIS System Administration experience.

Essential Functions:

Integrates the department/service into the organization's primary functions.

a. Supervises and coordinates the department's activities to provide radiological services for the organization to all categories of inpatients and outpatients.

b. Ensures that care and services are provided to newborns, infants, children, adults and geriatric patients as ordered by members of the hospital's medical staff.

c. Ensures all staff are familiar with the Mission and Vision Statements of the organization.

d. Assures compliance with all accrediting and regulatory agencies. Participates in the selection of sources for needed services not provided by the department or organization. Represents the hospital as required with various professional or hospital associations and organizations, attends appropriate conferences. Prepares relevant reports as required by departmental procedures, regulatory body requirements or Administration. Exhibits competence in meeting standards listed as Special Requirements. Demonstrates age specific competencies as per unit standards. Demonstrates clinical and technical competencies as per unit standards Coordinates and integrates interdepartmental and intradepartmental services.

a. Interacts effectively with and supervises other departmental staff members.

b. Coordinates the activities of the department with all other functions of the organization via effective relationships with other members of the management staff.

c. Coordinates communication between department staff members and other departments in the organization.

d. Regularly attends management meetings and shares relevant information with staff members.

e. Establishes a good rapport and effective working relationship with all hospital departments; maintains positive interdepartmental communications.

f. Holds monthly department meetings and encourages information sharing, problem solving and conflict resolution.

g. Actively participates and encourages staff members to participate in all aspects of total quality, especially teams. h. Works closely with the radiologists and all other medical staff.

I. Responsible for all technical aspects of radiological safety in the organization, recommending safety programming, monitoring and location of warning devices and carrying recommendations of the Radiation Safety Officer. j. Ensures radiation safety and education in‐services are presented to the employees Develops and implements policies and procedures that guide and support the provision of quality services.

a. Develops and implements department policies and procedures with the involvement of department staff.

b. Ensures policies and procedures are reviewed and updated appropriately; utilizing input from department staff.

c. Ensures that Fire Safety/Disaster, Administrative, Infection Control and Human Resources manuals are current and maintained in the department and that staff members are familiar with and adhere to all relevant policies and procedures. Recommends a sufficient number of qualified and competent persons to provide care/service.

a. Ensures department is adequately but cost effectively staffed to provide care/service to our internal and external customers.

b. Ensures call arrangements are in effect for off duty hours.

c. Reports any needs of change in staffing plan to Vice President of Operations. Determines the qualifications and competence of department personnel who provide patient care services and who are not licensed independent practitioners.

a. Ensures job descriptions exist for all positions defining required qualifications.

b. Complies with organizational requirements to conduct performance Evaluations on each staff member annually; counsels as needed.

c. Maintains current competency records on each staff member.

d. Selects candidates for employment in the department. Assess and improves the performance of care and services provided.

a. Implements, monitors and assesses provision of services through an approved CQI program ensuring follow up of identified problems.

b. Assesses correspondence and survey reports from all external regulatory agencies, submitting responses and filings in a timely fashion.

c. Stays informed on current trends and regulations in the field.

d. Demonstrates effectiveness in providing staff with feedback on a routine basis relative to their major responsibilities and performance standards. Maintains quality control programs.

a. Maintains and documents Q.C. in accordance with manufacturers, JCAHO, New York State Department of Health, FDA, and any other external or internal regulatory body standards through enrollment in established Q.C. programs.

b. Utilizes CQI plan to develop and analyze data to ensure problems are identified, resolved and results documented appropriately.

c. Ensures routine, daily and scheduled preventative maintenance programs are established, implemented and documented in accordance with all identified regulatory bodies.

d. Ensures that patient care equipment is inspected on a regularly scheduled basis by Clinical Engineering. Ensures orientation, in service training and continuing education of all persons in the department.

a. Ensures all new employees attend mandatory orientation program prior to beginning work in the department.

b. Develops, implements and monitors an established, formal orientation program for new employees; ensures all documentation is forwarded to the appropriate departments.

c. Ensures staff members satisfactorily completes annual employee updates on the computer within twelve months of their prior review, incorporating required CPR updates as necessary

d. Provides continuing education to staff through in‐services and encourages attendance at seminar/conferences, JET services/programs and any further educational opportunities provided by nursing or other disciplines relevant to departmental or organizational responsibilities.

e. Monitors and documents further competency skills as needs are identified. Recommends space and other resources needed by the department.

a. Seeks input from physicians, staff members, internal and external customers to review needs and requirements as warranted.

b. Develops and submits three year projected capital budget annually.

c. Recommends acquisition of necessary equipment and assures that approved purchases are carried out.

d. Reviews space requirements to ensure provision of added services or continuation of existing services.
