Bureau of the Fiscal Service Deputy Assistant Commissioner Debt Collection Services in Birmingham, Alabama

Summary This position is located at the Bureau of the Fiscal Service. As the Deputy Assistant Commissioner for Debt Collection Services, you will be a part of an organization that provides a centralized and comprehensive debt management program. We protect the financial interests of the American people by continuously improving the financial performance of the government through the efficient identification, prevention, collection, and resolution of delinquent debt owed to government agencies. Responsibilities As the Deputy Assistant Commissioner for Debt Collection Services, you will serve as one of the executives responsible for providing leadership, direction, and guidance, in the management and expansion of debt management services as required by the Debt Collection Improvement Act of 1996. As the Deputy Assistant Commissioner Debt Collection Services, you will: Provide executive leadership, direction, and oversight to the various programs and initiatives related to the collection and resolution of delinquent debt owed to government agencies. Formulates and establishes organizational goals and objectives for the debt management operations and programs. Negotiates agreements with paying and creditor agencies of the Federal Government to offset payments to collect delinquent debts. Has oversight responsibility for the receipt and deposit of collections, ensuring that the work is accomplished within prescribed regulations and guidelines. Plans and directs the activities of a high-volume, complex operations center comprised of a large number of employees, in a telecommunications-oriented environment. Establishes and monitors management and business metrics to measure initiative success and enable improvement in core debt management program functions. Requirements Conditions of Employment Qualifications All applicants must meet the qualifications and eligibility requirements by the closing date of the announcement. As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant. Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning. The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifications and Mandatory Technical Qualifications. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications. You must demonstrate all of the MTQs to be rated eligible for this position. MTQ 1: Demonstrated experience leading multi-faceted organizations that provide financial services (e.g., payments, collections, accounting, etc.) to a programmatically diverse and nationally distributed customer base. MTQ 2: Experience evaluating and enhancing the efficiency and effectiveness of large financial service programs and processes; skill in identifying improvements, challenging the status quo, and adapting those opportunities to achieve organizational goals and objectives. MTQ 3: Experience providing leadership in an environment that requires understanding of organizational dynamics including interplay between policy and operations; including experience supporting high-level officials with changing priorities. MTQ 4: Experience leading organization change management initiatives using values to develop plans and programs that improve personal and organizational effectiveness.
