Summary Statement

The Office of Community Engagement seeks to inform, engage, empower, and inspire the community through transparent communication, strategic engagement, and collaborative partnerships. The Community Accessibility Program Manager ensures a barrier-free environment for those with disabilities to access city programs, services, activities, and facilities. Develops and executes a city-wide plan to remedy all structural and programmatic obstacles that impede access for people with disabilities. Ensures the city meets its administrative obligations under Title II of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, and other federal and state laws. Actively seeks new opportunities for meaningful community engagement and cultivates relationships with partner organizations and individuals to expand opportunities for people with disabilities. This position works under general direction.

Essential Functions

  • Leads, coordinates, and oversees the city’s plan to provide accessible and barrier-free experiences for people with disabilities. Works with the other departments to remedy barriers and ensure access in future construction. Designs and facilitates meaningful community engagement opportunities, upholding the value of ‘Nothing About Us Without Us’, to encourage residents with disabilities to provide feedback, suggest priorities, and make recommendations on city services, programs, activities, and facilities.

  • Develops, implements, and maintains the city’s program for compliance with Title II of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, and other federal and state laws. Partners with departments on various city projects and initiatives to ensure equal access to public spaces. Develops and conducts training and education and supports staff and elected officials.

  • Ensures prompt and equitable resolutions of complaints and inquiries from the public regarding compliance with Title II of the ADA and other applicable federal and state laws. Partners with the city’s Legal Department and outside counsel to investigate and find resolution for allegations of discrimination and non-compliance.

  • Administers a budget and coordinates auxiliary aids, interpretation, translation, and accommodations.

  • Leads consideration of policies, practices, and procedures. Audits city programs, services, and buildings for compliance with the Americans with Disabilities Act (ADA).

  • Establishes partnerships with disability advocacy groups and community members with disabilities. Maintains an open approach to diversity, equity, inclusion, and belonging in all matters.

Requirements

Required Knowledge, Experience, And Training

Bachelor’s degree and six years of progressively responsible experience implementing extensive projects for a larger organization, overseeing multiple projects or initiatives at once, building constructive relationships with diverse groups, managing difficult or emotional situations, or an equivalent combination of education and/or experience.

Knowledge of :

  • Title II of the ADA and Section 504 of the Rehabilitation Act of 1973

  • adaptive technologies and accommodations that facilitate equal access for people with visible and invisible disabilities

  • federal and state regulations, principles, techniques, and practices of conflict management techniques and theory.

Ability to:

  • establish and maintain effective working relationships with employees, management, and various agencies at all levels of the organization

  • provide effective training

  • manage various tasks simultaneously

  • exhibit sound and accurate judgment in analyzing and solving problems

  • collect, research, and synthesize complex or diverse information and data

  • demonstrate composure and professionalism in stressful situations, ranging from interpersonal conflict to emergencies

  • exercise independent discretion in decision-making and execution of responsibilities

  • communicate effectively in the English language at a level necessary for efficient job performance

  • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Preferred Knowledge, Experience, And Training

ADA Coordinator Training Certification Program (ACTCP).
