Description

The Idaho Department of Lands (IDL) has one (1) opening for a Lands Program Manager - GNA, located at our Director's Office in Boise, Idaho.

Minimum filling rate is $35.62. The final salary rate is negotiable based on experience and qualifications.

Description

To provide leadership for major statewide programs in support of the department's mission, vision and values; perform related work. The programs managed may be in a large disciplinary area or function; or may include diverse functions and/or disciplines.

Examples of Duties

Program Management.

  • Serve as senior-level program planner and principal lead for executing the department’s agreements within the National Forest System Lands of the Intermountain Region

  • Provide supervision and mentorship of staff to achieve program objectives

  • Development of work plans to achieve designated targets and promote professional development

  • Coordination with internal business units, partnering agencies and non-government representatives to evaluate, plan, and implement forest and watershed restoration activities including: commercial timber sales, hazardous fuels reduction, reforestation, road improvement work

  • Serve as program representative to the public, industry, and other outside groups

  • Serve as team lead for review of contracts related to forest and watershed restoration activities

  • Ensure compliance and consistency with federal and state laws and regulations

  • Assist with planning and reporting of program budgets

  • Assist with development of program agreements, policies, and procedures

Minimum Qualifications

Experience:

  • Analyzing land management program issues, making recommendations and writing reports

  • Developing programs including establishing goals and strategic direction, budgeting and evaluating results

  • Working with various groups, individuals and interests to develop understanding, acceptance and support for a program

    Desired Qualifications

  • 5 years of training and/or professional experience in forestry, natural resource, or related field

  • Training and/or experience in project management and budgeting including establishing priorities, allocating resources, monitoring progress, and evaluating results

  • Demonstrated history of positive, responsive, and collaborative interaction with the public and other professional organizations to reach desired outcomes

  • Experience researching, analyzing, and monitoring land management issues

  • Knowledge of the Good Neighbor Authority, existing federal, state, and local laws

  • Ability to serve as a technical resource within an organization on complex programmatic issues, including preparation of technical reports and communications

    Overtime/Vacation Accrual/FLSA

The Fair Labor Standards Act (FLSA) code for this position is Covered (S) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1.0 hours for each 1 hour of overtime worked. Compensatory time off may be provided in lieu of overtime cash compensation. Vacation accrual is based on the FLSA code and accrual rates can be found at: https://dhr.idaho.gov/wp-content/uploads/Section2Vacation-1.pdf (Exception: Employees engaged in Fire Suppression activities for which overtime hours are earned will be paid at the rate of 1.5 times the hourly rate for each one hour of overtime worked.
