Bureau of Land Management Outdoor Recreation Planner in Boise, Idaho

Responsibilities Provide advice and assistance to state and field personnel on the interpretation of legislative, regulations, standards, and operating procedures. Assist in the development of recreation resource policy, programs, and regulations and develop guidelines, technical standards, and procedures for recreation uses on public lands. Work with State and Federal representatives, stakeholder and special interest groups, industry representatives, and Bureau personnel to strategize long term, durable solutions to technical or administrative conflicts. Serve as state’s principal expert on outdoor recreation planning in a natural resource management environment. Resolve conflicts in resource and outdoor recreation planning with state and federal representatives, stakeholder and special interest groups, industry representatives, and Bureau personnel for assigned programs. Facilitate formal and informal collaboration across management boundaries both internal to the organization and with external partners. Build relationships with partners to achieve common goals through sharing resources and capitalizing on one another’s areas of expertise, networks, and missions. Lead the BLM Idaho Recreation and Visitor Services programs by setting an example of clear and transparent communication, ethical business practices to build a community built on trust and respect. Coach and mentor new and seasoned outdoor recreation planners in the Bureau in the completion of their duties and give them a chance to use their unique expertise and build and grow their skill set to take on higher level duties. Requirements Conditions of Employment Qualifications You must first meet one of the following Individual Occupational Requirements to be eligible for this position: Individual Occupational Requirements for the Outdoor Recreation Planning Series (0023): Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. Please submit transcripts, must be from schools accredited by accrediting institutions recognized by the U.S. Department of Education. -OR- Specialized Experience: Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. In addition to meeting the Individual Occupational Requirement above, applicants must also meet the following qualification requirement in order to be considered for this position. For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience for this position includes but is not limited to: (1) experience as an outdoor recreation planner planning and monitoring a recreation program; (2) conducting analysis and evaluation of outdoor recreation interest/needs; (3) applying policies, procedures, and regulations; (4) implementing resource management plans, assisting in the coordination of local monitoring and environmental review regarding public lands; (5) monitoring program operations and assisting or providing input to budgetary requests. For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience for this position includes but is not limited to: (1) experience as an outdoor recreation planner developing guidelines, standards, and procedures for a recreation program; (2) evaluating outdoor recreation interest/needs in order to make plan recommendations; (3) applying policies, procedures, and regulations; (4) implementing resource management plans, coordinating local monitoring and environmental review regarding public lands; (5) monitoring program operations and preparing budgetary directives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional Information This position is located within the Branch of Social Resources, Vegetation Management, and Planning, BLM Idaho State Office. This position serves as an expert Outdoor Recreation Planner and BLM Idaho's State program lead for the recreation and visitor services program on all lands managed by BLM Idaho. Utilizes expertise to: 1) provide leadership and solve complex recreation program issues, to develop policy, standards and priorities for Idaho's Recreation Program which are consistent with Bureau wide objectives and compatible throughout the state with other federal, state, and local agency objectives, and 2) to share in shaping overall Bureau direction in Outdoor Recreation by leading and participating in Bureau wide task forces, technical conferences, special studies and teams which establish BLM's national recreation program policy.
