State of Massachusetts Strategic Alignment and Racial Equity Project Manager in Boston, Massachusetts

The Massachusetts Department of Public Health (DPH) is seeking a Strategic Alignment and Racial Equity Project Manager to lead the integration of racial equity best practices in all aspects of operations and play a critical role in facilitating progress toward strategic racial equity goals through effective management and communication between leadership and various work groups with our Bureau of Community Health and Prevention (BCHAP). The Manager will work collaboratively across the Bureau and Department to helpdrive racial equity and strategic alignment improvements and progress to achieve BCHAP program responsibilities, strategies and mission, and ensure alignment with DPH strategy and priorities through collaboration. The selected candidate will be responsible for supporting the development and management of work plans and status reports, providing technical assistance, capacity building to teams, assisting in various communication and administrative tasks to support the overall success of the racial equity change process and operationalization of strategic projects, and applying a racial equity lens to work group plan, implementation, and evaluation processes. This position supports teams in the application of this framework to all aspects of the work. _Duties and Responsibilities (these duties are a general summary and are not all inclusive):_ * __Manage daily operations of our core racial equity change processes including the development of strategic plans, including selection of SMART policy/procedural changes and investments that impact racial equity, identification of key stakeholders and development of outreach/engagement/retention plans, identification of key performance indicators, creation of timeline and ensuring that programs and projects are fiscally feasible and responsible. * Utilize Quality improvement principles, systems, tools, and skills needed to drive progress. Facilitate learning and feedback systems to support attainment of objectives. Develop project management and support systems that facilitate integration of strategies, improvements and tools into bureau core operations, program and policy design, and agency goals and objectives. * Collaborate with leadership and sub-groups to create, edit, and organize documents and materials essential for project advancement.  * Make recommendations to the BCHAP Director and leadership team in the development and implementation of health racial equity related policies, protocols, strategic plans, investments, goals, and priorities. * Provide guidance, coaching and technical assistance to workgroups necessary for the development and implementation of operating plans designed to develop and/or modify operating policies and procedures that will contribute to increased racial equity outcomes as well as effective project management which helps them design, implement, and/or evaluate racial equity integration efforts in areas such as effective group structures and meeting facilitation; project planning; and work group recruitment, retention, participation, and communications. * Provide guidance and support in the development, updating, and maintenance of detailed work plans to ensure alignment with project goals and timelines. * Develop and implement standards to be used in program monitoring and/or evaluation. * Monitor progress and effectiveness of program activities and partner with leadership, identify and discrepancies, and partner with leadership to develop strategies to address issues and move the work forward. * Design and manage portfolio and project dashboards to provide real-time visibility into key performance indicators and milestones. _Preferred Qualifications:_ * Knowledge of effective public health strategies that address social determinants of health, including those that address health, racial equity related to systems of oppression. * Understanding of organizational change management best practices that effectively embed racial equity, anti-racism and social justice into operating policies and procedures. * Inclusive management methods and practices. Conflict management. * Ability to set, communicate and evaluate expectations and priorities, using performance management and quality improvement frameworks, such as Plan, Do, Study, Act (PDSA), for community engagement and racial equity. * Project planning and evaluation methods and practices.
