Position Summary

The City of Bozeman is now accepting applications for a Water Reclamation Facility Assistant Superintendent who will support the WRF Superintendent in planning, organizing, and supervising the daily functions of the Bozeman Water Reclamation Facility and perform directly related work as required.

Work Week: Typically Monday - Friday, 8:00am - 5:00pm

Examples of Essential Work (Illustrative Only)

  • Oversees daily, monthly, and annual preventative maintenance and repair of WRF equipment, and assigns maintenance tasks to WRF personnel accordingly;

  • Interprets and ensures conformance with federal, state and local land application permits, regulations and guidelines;

  • Assists the WRF Superintendent with personnel decisions including hiring, discharge, promotion, demotion, performance evaluation, training and discipline of employees;

  • Provides supervision and review of WRF personnel to ensure all work is completed in a safe and efficient manner;

  • Prepares the work calendars for all shifts, including scheduling work projects for each shift;

  • Oversees complete and accurate recordkeeping of plant operation functions, tests, results, and maintenance work performed;

  • Participates in the preparation, implementation, and review of the division’s annual budget; including maintaining related reports as requested;

  • Monitors WRF operations to ensure all processes are conducted in a safe and efficient manner, and in compliance with Federal and State rules and regulations;

  • Oversees the maintenance of the interior and exterior of the WRF to ensure a safe environment for City employees and general public and to ensure compliance with regulatory guidelines;

  • Assumes the duties and responsibilities of the WRF Superintendent in his/her absence;

  • Responds to regulatory inquiries and takes appropriate action;

  • Participates in planning and organizing plant activities and advises Supervisor on matters pertaining to operation to ensure effective functioning of facilities;

  • Negotiates and administers bio-solids contracts and agreements with all local farmers and ranchers who participate in the program;

  • Confers with engineers, consultants and the WRF Superintendent regarding facilities planning, equipment needs, and special projects;

  • Responds to citizens’ questions and comments in a courteous and timely manner; speaks to interested groups regarding program goals and activities, and provides tours as appropriate;

  • Assists with ongoing training of personnel in safety and other related areas.

  • Monitors and oversees plant construction activities;

  • Assists with detail planning of plant construction and maintenance projects;

  • Serves as liaison between engineering and construction professions;

  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees;

  • Keeps immediate supervisor and designated others accurately informed concerning work progress; including present and potential work problems and suggestions for new or improved ways of addressing such problems;

  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;

  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

  • Prepares comprehensive written reports and presents findings on operations and related matters to provide information as may be required by management, local, state or federal agencies;

  • Performs other duties consistent with the role and function of this classification;

Minimum Required Qualifications

  • Bachelor’s Degree in Biology, Chemistry, or a closely related field; and

  • At least 3-5 years increasingly responsible experience in WRF operations including at least two years of supervisory duties; or

  • Any combination of education, experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Required Knowledge, Skills, and Abilities

  • Thorough knowledge of the basic principles and practices of wastewater treatment and disposal;

  • Thorough knowledge of the use and maintenance of related hand and power tools;

  • Thorough knowledge of established basic principles of record keeping;

  • Thorough knowledge of federal, state, and City safety rules, regulations, policies, and procedures, including knowledge of regulations pertaining to bio-solids land application;

  • Thorough knowledge of mathematics, physics, and fluid flow to ensure accurate and efficient measurements and calculations;

  • Thorough knowledge of related electrical and instrumentation principles and troubleshooting techniques;

  • Ability to effectively lead, motivate, and supervise the work of others;

  • Ability to analyze mathematical and physical data in an efficient and precise manner;

  • Ability to collect, test, and analyze wastewater samples;

  • Ability to work all shifts on a rotating basis;

  • Ability to work with hazardous chemicals and high voltage electricity in a safe and proper manner;

  • Ability to establish and maintain effective working relationships with the WRF Superintendent, other City employees, and the general public;

  • Ability to analyze problems, identify alternative solutions, project the consequences of proposed actions, and implement recommendations accordingly;

  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;

  • Ability to understand and follow oral and/or written policies, procedures, and instructions;

  • Ability to prepare and present accurate and reliable reports containing findings and recommendations;

  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks;

  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;

  • Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and technology;

  • Ingenuity and inventiveness in the performance of assigned tasks.

Required Special Qualifications

  • Montana Class 1C WWTP Certificate; or obtain within 6 months of hire;

  • Valid Drivers’ license and must obtain valid Montana Drivers’ license within 60 days of employment;
