This temporary position exists within the Center for Public Health Practice (PHP) to improve the capacity of Minnesota's governmental public health system (partnership between state, local, and tribal health departments) to carry out foundational public health capabilities with an equity lens. This position supports Division staff and leadership by providing analysis of Minnesota's public health partnership to identify gaps and provide recommendations needed to advance performance management for LPH through the creation of internal performance management processes and resources.

Responsibilities Include:

  • Establish a leadership and performance management consultation request process and train existing staff to meet LPH needs in these foundational areas.

  • Work with existing staff to provide expert support statewide to local and tribal public health in accountability and performance management capabilities and organizational competencies.

  • Provide coaching, consultation, training, facilitation, and technical assistance.

  • Support the Local Public Health Act to implement performance management standards, a requirement for all community health boards statewide.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, or Fergus Falls. Occasional travel is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Minimum Qualifications

To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Three (3) years of experience in the following areas:

  • Performance management system assessment, consultation, development, and facilitation, including the development of related system tools, resources, and trainings.

  • Providing coaching and technical assistance to various groups.

  • Developing and presenting training materials, including to virtual learning groups.

  • Working collaboratively with staff, leadership, and other stakeholders on the implementation of project objectives.

Minimum qualifications to be assessed during the interview process:

Communication skills, both verbally and in writing, sufficient to translate project information to diverse audiences.

Degree Equivalencies

A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.

Preferred Qualifications

  • Experience in performance management system and tool development in a governmental public health environment.

  • Demonstrated ability to develop effective working relationships and partnerships and to effectively provide course correction while maintaining those relationships.

  • Knowledge of Minnesota's public health system, local public health departments, and community health boards.

  • Demonstrated ability to prioritize health equity and focus on key related concepts including health disparities, health inequity, and structural inequity.

  • Knowledge of Minnesota public health system transformation efforts.

Additional Requirements

  • Must successfully pass a background and reference check.

  • This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
