Naval Facilities Engineering Command LEAD CONTRACT SPECIALIST in Bremerton, Washington

Summary You will serve as a LEAD CONTRACT SPECIALIST in the Naval Facilities Engineering Command Northwest, Acquisitions Division of NAVFAC NORTHWEST. Responsibilities You will lead a team of Contract Specialists and provide a full range of contract specializations including acquisition planning, solicitation, negotiation, cost and price analysis, evaluation and award, and administration for various contract types. You will ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. You will train or arrange for the training of team members in methods and techniques of acquisition, team building and working in teams. You will make decisions or recommendations on the interpretation and content of agency policies concerning the management and development of long-range or interrelated procurement programs. You will conduct post-award conferences with the contractor to clarify contractual requirements and special provision and monitoring contractor technical performance over the life of the contracts. You will review procurement requests and assist contract specialist in conducting market research to provide maximum practicable opportunities to firms defined under one of the small business programs. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: Applicant must meet the following Department of Defense qualification requirements for 1102 contracting positions: 1) Conducting acquisition planning and contract pre-award and post-award functions to determine method of procurement and contract type, documenting acquisition strategy, and obtaining appropriate approvals; 2) Awarding contracts for procurements of extensive construction, architect-engineer services, and supporting Small and Disadvantaged Business Programs whenever possible; 3) Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; 4) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues; 5) Training and developing others. http://www.secnav.navy.mil/donhr/Documents/CivilianJobs/DoD_Qualification_Standard_For_GS-1102.pdf And the title 10 requirements found here: http://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title10-section1724&num=0&edition=prelim Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
