Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2371P01 and is part of the CO USPFO, National Guard. This position provides professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State. Responsibilities The incumbent is responsible to have extensive knowledge of all pay operations that are handled by the Pay and Exam branch. The incumbent must be able to work independently to conduct comprehensive examinations/reviews of pay accounts for Soldiers, Civilians and Vendors. Resolves the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements. Apply pay and tax laws, regulations, directives, and policies to all cases. Must have the ability to effectively communicate with different levels within the State's command and with external agencies, to include Financial Services and National Guard Bureau. Ensures work is processed in accordance with established guidelines, regulations, policies, and procedures. Responsible to assist in the training and development of the Financial Services Technicians assigned to the section. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: E-2 thru E-7, W-1 or W-2, O-1 or O-2 1. At least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. 2. An understanding of the basic principles and concepts of the National Guard financial business program requirements. 3. Experiences that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. 4. Knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable and Travel Pay. 5. Experience or knowledge in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Education Education cannot be substituted for Specialized Experience for this position. Per ARNG-HRH Policy Memorandum #10-39, mandatory Full Time Staff (FTS) training is required within a year of hire as a condition of employment in vacancy announcements for both Technician and Active Guard Reserve positions. Failure of new FTS personnel to complete NGB prescribed courses at PEC within the first year of employment may be cause for reassignment to other full-time positions or termination of their employment. 9.
