Erie County Medical Center Decision Support Analyst in Buffalo, New York
DISTINGUISHING FEATURES OF THE CLASS: The work involves coordinating data collection and performing analyses of medium to high complexity at the Erie County Medical Center Corporation. The incumbent will perform and facilitate the utilization and implementation of improved decision making analytics and technology for providing assistance in the areas of quality data management, operational reporting, revenue analysis, cost and revenue modeling, profitability analysis, and contract negotiations. The incumbent has access to every facet of ECMCC’s financial position and information. Work is performed under the general supervision of the Vice President of Clinical/Business Intelligence and Informatics with wide latitude for exercising independent judgement in performing the work. Supervision may be performed over lower-level professional and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES:
Performs and coordinates the creation, maintenance and enhancement of key data sets, models and user-facing visualization tools;
Develops processes and controls for the integration of new data to ensure consistency within organizational reports and compliance with mandated reporting;
Organizes complex data to create distribution ready models, reports and analysis to support strategic business planning and other initiatives;
Utilizes knowledge of operations and available data to perform root cause analysis and answer questions;
Applies statistical methods and algebraic operations to data sets;
Identifies and integrates best practice data management and reporting methodologies into departmental workflow;
Assists in the preparation and completion of industry surveys, regulatory filings and other reports as required;
Enhances professional growth and development through participation in educational programs, reading current literature or participating in workshops;
Attends meetings, completes documentation and performs related work as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of ECMCC’s data structure and reporting environment; thorough knowledge of quality data reporting methodologies, sources and requirements; thorough knowledge of ECMCC, its service lines and business objectives; thorough knowledge of applicable laws, rules, regulations and collective bargaining agreements; thorough knowledge of healthcare operations; good knowledge of reimbursement practices in general and as applicable to ECMCC; excellent analytical and mathematical skills; skilled in the use of Microsoft Excel and its queries, SQL and similar query language, and applicable electronic software applications/technology; ability to utilize computers, software and other available technology to perform analysis and prepare required work product; ability to analyze and evaluate complex and/or disparate data sets; ability to prepare detailed reports; ability to supervise the work of others; ability to maintain a high level of confidentiality; ability to work independently; ability to communicate complex information effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree and two (2) years of experience in utilizing electronic databases, performing data extraction and performing data analysis; or:
Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and four (4) years of experience in utilizing electronic databases, performing data extraction and performing data analysis; or:
An equivalent combination of training and experience as defined by the limits of (A) and (B).
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
