Summary The Western NY VA Healthcare system is currently seeking a current, permanent WNY VA employee to serve as the Social Worker - Program Coordinator (Workplace Violence Prevention Program) at the Buffalo NY location. Responsibilities The Social Worker - Workplace Violence Prevention Program Manager is responsible for the administrative and clinical aspects of a comprehensive Workplace Violence Prevention Program (WVPP) at the VAWNYHS, including the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), and the Prevention and Management of Disruptive Behavior (PMDB) Program. The Incumbent has oversight and administrative authority over all programming and participates in program development implementation and evaluation, working closely with leadership to develop strategic plans for the growth and development of the program. The incumbent is responsible for managing all behavioral and environmental factors which impact efforts to promote and maintain a culture of safety and a violence free workplace. Duties Include, but are not limited to: Writing policies, procedures, and program guidelines for the development, planning, operations, and continuous performance improvement of all components of the WVPP. The Program Manager is expected to adhere to service standards regarding matters of timeliness, accuracy, and compliance with procedures and quantity of work produced. Ensuring policies are compliant with The Joint Commission, the VA Office of Inspector General (VA OIG), and The Office of Safety and Health Administration, (OSHA) regarding workplace violence prevention standards and training. Forming and maintaining a cohesive team of staff from a variety of disciplines and supervisory chains of authority to ensure targeted and evidence-based efforts to promote the safety of beneficiaries and personnel of the VAWNYHS. The incumbent collaborates effectively with the facility's Executive Leadership, VA Police, the VA OIG, the national WVPP Office, and other key stakeholders on an ongoing basis. The Program Manager is responsible for administration of funds within the approved budget, projecting future needs, and following reporting requirements for dispersed funds. Participates as an active member of the Patient Safety Committee, Occupational Health, Quality Management, Risk Management Committee and other teams/ committees as needed to maintain awareness of incidents and address workplace violence concerns. Collaborates to assure compliance with The Joint Commission, VA OIG and OSHA workplace violence prevention standards. Providing quarterly reports to Executive Leadership and the Health Systems Committee, extracting and analyzing data regarding incident reporting and response, employee education, and compliance with VISN, VA OIG, and VHA reporting requirements. Reporting data to VHA and other monitoring entities and for ensuring internal and external surveys and reviews result in a fully successful review. Management of the Behavioral Emergency Response Team (BERT). Assures initial BERT training and refresher training completion for all active members. Reviews BERT incidents with VA Police and DBC Chair/co-chair and assures post incident debriefings are conducted with affected staff. Providing oversight of the PMDB program. The incumbent works collaboratively with the PMDB Coordinator and may assist in staff education and identifying resources that can directly address individual needs to help improve the quality of patient care and reduce overall risk. Addresses training needs to assure completion of required training levels as informed by completion of the WBRA. Facility administrator for the Disruptive Behavior Reporting System (DBRS). Assures timely review of all reported events, proper documentation of DBC and ETAT actions, summarizing and reporting data on a regular basis to the facility and VISN. Providing consultation to VA providers and staff; reviewing patient incidents which may be impacting an entire service or unit providing risk relevant clinical interventions in cases of disruptive or violent behavior to protect safety of staff. Providing and overseeing a program for continuous WVP education to all staff. Responds to FOIA and Congressional requests and inquiries directed to the DBC, ETAT, PMDB program and/or the WVPP. Maintains a close partnership with the national WVPP Office, aligning local program implementation with national best practice guidelines, seeking national guidance regarding disruptive individuals in the workplace, behavior risk and threat management recommendations, and strategies to promote a culture of safety in VHA. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. License or Certification*: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. Failure to Obtain License or Certification. In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS-0185 social worker series and may result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Social Work Program Coordinator Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs. 1. Skill in coordinating and implementing one or more specialty program(s), across the facility. 2. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. 3. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). 4. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. 5. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. 6. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. 7. Knowledge of organizational structure and impact on program operations.
