Come lead, shape, and integrate security ensuring protection of critical research and development projects supporting US national security as a Program Security Manager (PSM) for the Space System business at Draper. In this capacity, the PSM serves as the single point of contact for all program security activities while serving as a member of the Space Systems leadership team, while providing support to strategic initiatives across the Security. Initiate and mature security, business development and program management working relationships across Programs and Engineering that will lead to fulfillment of current and future business objectives while ensuring compliance with Defense Counterintelligence and Security Agency (DCSA) and special program sponsor specific requirements. Ensure that security is a key element in business decisions made by the program office. Integrate security in the strategic objective in concert with establishing security as an integral part of the Program Management Team from initiation of business capture strategies, the proposal phase, through program execution.

Essential Functions/Required Experience

  • Matrixed into the Space System line of business, serve as the single point of contact for all program office security activities. Initiate and mature security, business development and program management working relationships for National Industrial Security Program (NISP) activities across Programs and Engineering that will lead to fulfillment of current and future business objectives.

  • Ensure that security is a key element in all program office business decisions. A thorough understanding of the NISPOM and other industrial security standards is required, as is prior working experience supporting the general physical, information and classification management systems associated with DoD environments.

  • Read, understand and apply government regulation, policies and procedure (DoD SAP/SCI Community and Intelligence Community directives and manuals, NISPOM 32 CFR Part 117, applicable ICDs, etc.) to ensure readiness for Government reviews.

  • Manage and integrate security in the strategic objective in concert with establishing security as an integral part of the Program Management Team from initiation of business capture strategies, the proposal phase, through program execution.

  • Manage coordination with the program office, liaison with a diverse customer and supplier base, senior leadership, program management, and business development; interpretation of contractual requirements and interpretation of government and corporate policies to ensure compliance and resolve areas of conflict. Direct studies as well as overseeing the implementation of federal security regulations that apply to classified programs.

  • Direct with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations.

  • Direct the preparation of manuals outlining regulations, the establishment of procedures for handling, storing a record keeping of program office activities.

  • Manage and support classified facility and infrastructure planning and accreditation.

  • Subject Matter Expert (SME) for program Security Classification Guides (SCG), including development of SCG training for employee awareness.

  • Conduct detailed review of contractual documentation (e.g., Prime/Subcontract DD-254, CDRLs, SCG, etc.) and implement processes, procedures, and plans to ensure compliance.

  • Develop and manage comprehensive, security focused training tools.

  • Organize secure area policies and administration across all program office areas.

Required Qualifications

  • Active, current, in scope US DOD Top Secret security clearance is required.

  • Bachelor’s degree in security management (or related field). May substitute additional experience for education.

  • Requires 5-8 years of experience with Government sponsor and/or defense contractor.

  • Strong working knowledge of NISPOM and other industrial security standards required.

  • Strategic thinker; visionary in applying government guidelines.

  • Business development skills combined with broad business, project, and contract management experience, including review, preparation, and generation of contract security documentation (e.g., DD-254s, etc.)

  • Must be well versed in program management to lead Draper in right direction and be able to tailor the security program to support the business needs.
