U.S. Army Sustainment Command Resource Management Officer in Camp Arifjan, Kuwait

This position is an unaccompanied tour with the 401st Army Field Support located at Camp Arifjan Kuwait in support of Operation Spartan shield. This is an Emergency Essential position. RECRUITMENT/RELOCATION/INCENTIVE - May be requested and may be authorized up to 25% of base salary per year to be paid bi-weekly. Responsibilities Develops and oversees the Brigade's budget processes, ensuring compliance with fiscal policies. Analyzes budget trends, prepares forecasts, and consolidates financial data. Advises leadership on fund allocation and budget adjustments. Recommends corrective actions to maintain budget compliance. Conducts financial analysis to assess program costs and resource use. Compiles and validates data using financial systems for reports. Prepares financial reviews and presents findings to stakeholders. Monitors budget execution and suggests adjustments as needed. Provides feedback, performance evaluations, and supports development. Supervises and assigns tasks to civilian staff in the unit's budget office. Leads recruitment efforts and recommends hiring decisions. Promotes EEO and special emphasis programs. Acts as an expert in resource management and financial policy guidance. Ensures regulatory compliance and applies technical knowledge. Integrates new financial tools to enhance management practices. Advises on budget processes and resource allocation improvements. Specialized Experience: One year of specialized experience which includes: executing annual program budget for an organization; assisting in developing resource management programs (e.g. manpower management, internal management control); and utilizing automated financial systems to analyze data for long and short range resource management planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Financial Management Analysis Manages Human Resources Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). ?If you are a current, Federal employee, you must include your pay plan, series and grade in your work experience(s) on your resume submission and/or upload supporting documentation (within-grade increase SF50) to show that you meet time-in-grade requirement. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
