About the Position: The 401st Army Field Support's mission is to leverage the power of the Army Materiel Command (AMC) and the entire Materiel Enterprise to support the readiness of U.S. Army Central Command (ARCENT). Provide logistics support to military/government agencies working to build readiness and security capacity in the region. Responsibilities Serves as a Property Book Custodian Responsible Officer in support of the 401st Army Field Support Brigade (AFSB). Provides oversight for the Central Receiving and Shipping Point (CRSP) or the Accountability Cell- Global Combat Support System-Army (GCSS-Army) and Logistics Modernization Program (LMP), APS-5 Kuwait, and or Southwest Asia (SWA). Coordinates and leads the CRSP or GCSS-Army/LMP teams conducting property accountability and asset visibility operations at dispersed locations throughout SWA. Assigns, instructs, and supervises subordinates and contractors in proper work techniques and procedures. Plans and analyzes operational data and reports to ascertain degree of conformity with established policies, work standards, and procedural directives. Evaluates overall performance of subordinates. Provides or makes provision for training as required. Coordinates the activities of the organization and keeps well informed of accomplishments, problems and material involved. Serves as the Contracting Officer Technical Representative (COTR) for contractor personnel assigned to the site(s). Acts as the U.S. Government Representative for matters involving their Theater Provided Equipment (TPE) team(s). Performs special studies as required. Reviews and reconciles problems in GCSS-Army automated supply accounting system. Plans and organizes receipt, issue, salvage, maintenance of records, and disposition for CL VII equipment. Analyzes requirements, develops guidance, and implements policies and procedures for Government Furnished Equipment (GFE) provided to contractors to include fiduciary requirements. Plans, coordinates, and evaluates joint services/component support activities with representatives of other services and components. Assists in developing, refining, analyzing, and issuing property accounting policies applicable to one or more DOD components. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12). Specialized experience is defined as: 1) Leading property book team members; 2) Coordinating with program managers and contractors on inventory management; 3) Developing property accounting policies; and 4) Recommending solutions to logistics readiness to improve program operations. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Additional Information Initial overseas tour is term for 13 months unaccompanied with possible extensions up to five (5) years. Domicile to duty transportation will be provided at no cost to employees. Direct deposit of pay is required. FLSA: Exempt May require overtime work. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. This is a Logistics Career Field position. The initial length of this overseas tour is 13 months. Defense National Relocation Program will not be authorized. Multiple positions may be filled from this announcement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Relocation Incentive may be authorized. Student Loan Repayment Program (SLRP) will not be authorized. Advanced Leave Accrual will not be authorized.
