Amentum Contingency Operations Planner in Camp H.M. Smith, Hawaii

Amentum is seeking an experienced and versatile Contingency Operations Planner to provide research, analysis, and rapid plans support to address new and emerging situations and threats across the Indo-Pacific in support of U.S Indo-Pacific Command (USINDOPACOM) Operations Directorate at Camp H.M. Smith, HI.

The Contingency Operations Planner will support the USINDOPACOM Operations Directorate with comprehensive and integrated analysis of plans, concepts, capabilities, and threats to provide informed and accurate recommendations for whole-of-government integration in a dynamic and time-sensitive environment.

Essential Responsibilities:

  • Provide functional area and subject matter expertise related to contingency actions, Foreign Humanitarian Assistance (FHA), Defense Support to Civilian Authorities (DSCA), Pandemic Response, Non-Combatant Evacuation Operations (NEO), US Embassy Reinforcement, Counter-Terrorism, and Countering Weapons of Mass Destruction.

  • Review, assess, compile, and coordinate component concepts of operations for presentation at the Joint Effects Validation Board (JEVB). Must be able to coordinate component inputs and facilitate the JEVB.

  • Provide analysis on the numerous countries that are within the USINDOPACOM AOR related to Contingency operations.

  • Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational scenarios which involve the employment of capabilities resident in component inventories as well as identifying gaps in capabilities that can be addressed by new technology, capabilities, processes and procedures.

  • Review, assess, compile and coordinate documentation for requirements at the Geographical Combatant Command level; preparing USINDOPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense (OSD).

Minimum Requirements:

  • Bachelor's Degree. In lieu of a Bachelor’s degree 8 years of relevant operational planning experience.

  • At least 10 years of combined experience managing complex programs and projects in support of the Department of Defense (DoD) or other federal agencies.

  • At least 3 years of experience supporting plans or operations at a COCOM or Service Component Staff level.

  • At least 3 years of experience supporting operations in the Indo-Pacific AOR.

  • Knowledge of USINDOPACOM plans, policy, and strategy and an understanding of joint integration including linkages to parallel national interests and component command operations.

  • Experience developing communications among various stakeholders to include Service Components, OSD, and Joint Staff.

  • Experience working in or coordinating Joint Planning Groups (JPGs).

  • Experience in writing reports, graphics, and information papers.

  • Experience analyzing operational data.

  • Proficient in Microsoft Office Suite products and SharePoint collaborative tools.

  • Must have an Active Top-Secret US Government Clearance. Note: US Citizenship is required to obtain a Top-Secret Clearance.

Preferred Qualifications:

  • Joint Professional Military Education (JPME)

  • Experience enabling the Military Decision-Making Process (MDMP), Mission Analysis process, Joint Working Groups, and the Joint Effects Validation Board (JEVB).

  • Experience in coordinating with other Department of Defense (DoD) entities, including the Joint Staff, the Office of the Secretary of Defense and USINDOPACOM's Service Components as well as non-DoD organizations such as State Department.

The salary range for this position is $130K to $155K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
