Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a OPERATIONS AND TRAINING SPECIALIST, Position Description Number PDD0607000 and is part of the FACILITY ENGINEERS, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Responsibilities This position is located in the Operations and Training Division, Directorate of Plans, Training and Mobilization of an Army National Guard Major Training Area (MTA). The purpose of this position is to manage and direct the activities of the Operations and Training Division assuring ranges, training facilities, training aids and devices are available to users of the training site. Requirements Conditions of Employment Qualifications Military Requirement: ENLISTED General Experience: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. Specialized Experience: Must have 1 year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Experience formulating long and short range plans for the development of range facilities and the training areas. Experience formulating policies and procedures for the control of classified material, restricted areas and communications security. Monitoring the status of personnel security clearance requests and investigations. Develops intelligence, counter-intelligence, and operational security plans for the MTA. Assists in development of performance standards, goals; and objectives for subordinate workers. Approves/disapproves leaves. Provides recommendations for incentive awards and training of subordinate workers. Participates in interviews with applicants for subordinate positions and provides recommendations for selection. Provides technical guidance to lower graded workers. Assists in resolving complaints and grievances from employees which can be informally resolved. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor Management Relations and other special emphasis programs. Assists in maintaining an effective position management program. Education If you are using Education to qualify for this position, Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You must provide a copy of Official Transcripts as documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Additional Information Recruitment, Retention, and Relocation Incentive may be authorized up to 25% of base pay for a max of 4 years pending TAG approval. Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).
