Job Description

Amentum is seeking a Paralegal to assist with the USCIS litigation support team on Visa Petition Appeals Records of Proceeding (ROP) and E-ROPs. Under close guidance and supervision, the paralegal will follow decision-tree-like guidance to match case files to help ensure case files are have complete, accurate and timely documentation including decisions, appeals processes, etc. to complete the following actions:

  • Update databases to indicate receipt of ROPs/E-ROPs from the USCIS operational staff.

  • Review case files to determine relationship between applicants as it relates to immigration benefits adjudication and litigation.

  • Review and summarize case facts and matches with attorney-provided case law language, applicable regulations, sources, and other items discovered as it applies to the file and as identified for the particular type of case. May add/include references from previously processed cases.

  • Update databases tracking correspondence, visa petition appeals, and legal advice provided by the attorney, and federal litigation.

  • Update the status of case files to include the name of the attorney assigned, the next comments, and deadlines.

  • Performs basic legal research using tools such as Lexis and Westlaw, and compiles, prepares, and summarizes relevant materials for use by attorneys; maintains case files.

  • Organize, update, and ensure completeness and accuracy of individual litigation files, the status and location of the applications/petitions subject of case, and other factual details to determine the validity of facts as articulated in the appeal. Return cases with any questions to the operational client for any necessary corrections.

  • Assemble final package for submission to Board of Immigration Appeals (BIA) in appropriate databases, and update trackers.

  • Databases may include the following: Person Centric Query System (PCQS), Person Centric Identity Services (PCIS), RAILS, Electronic Immigration System (ELIS), Enterprise Correspondence Handling Online (ECHO), Consular-Consolidated-Database (CCD), Benefits-hub, Project Management Tool (PMT), National Files Tracking System (NFTS), Computer Linked Application Information Management System (CLAIMS), BIA Appeal Decision System (BADS)and Tableau.

The paralegal will also help attorneys in the following areas:

  • Monitor and keep track of the following:

  • The status of ROPs and e-RPOPs between field offices.

  • Duty mailboxes to identify new mandamus litigation filings, records them in data management systems, and forwards them to appropriate parties as required.

  • Case Decisions received back from Board of Immigration Appeals (BIA) Draft emails with attached summarizing brief of the decision for the attorneys.

  • Receive Records of Proceedings (ROPs) or Electronic Records of Proceedings (eROPs) from the USCIS operational client and update required electronic systems (including PMT and CLAIMS/NFTC etc.) to indicate receipt.

  • Following existing templates, draft basic summaries of case information, trend reports, and narratives of common issues that arise in visa petition appeals.

Required Qualifications:

  • Must be able to obtain and maintain a moderate risk public trust (MRPT) facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.

  • Requires paralegal certificate, or JD, or currently attending an ABA-accredited law school, having completed at least one year of study. One year of legal training or legal experience or at least two years of college education may be substituted for the paralegal certificate.

  • Requires at least one year of litigation paralegal experience or project experience.

  • Must have basic legal knowledge, including knowledge of standard legal citations. Bluebook may be coursework is helpful.

  • Must be experienced in using legal research tools such as LEXIS and Westlaw to perform basic legal research.

  • Must have excellent written and oral communication skills, thorough knowledge, and hands-on familiarity with a variety of computer applications, including word processing, databases (such as document review and file management systems), spreadsheets, imaging, and hardware systems.

  • Requires basic familiarity in working with databases, as listed above.

  • Must have excellent skills in Word, Excel, PowerPoint, and working knowledge of SharePoint.

  • Must be able to consistently deliver highest quality work under extreme pressure.

  • Trial experience and automated litigation experience is very helpful.

  • Experience using National Files Tracking System (NFTS), Computer Linked Application Information Management System (CLAIMS),Person Centric Query System (PCQS), or Tableau extremely helpful.
