Primary Responsibilities

General Summary

Highly confidential position, providing primary support to the Human Resources Director for Employee Benefits in the day-to-day administration of employee benefits, including Health Insurance Plans, Stop Loss Insurance, Dental Insurance, Vision Insurance, Life Insurance, AD&D, Short-term Disability, Long Term Disability, 403(b) Retirement Plan, Flexible Spending Plan, Health Savings Plan, Unemployment Insurance, CSEA Eye Glass Reimbursement Program, Tuition Benefit Program. Generates reports, helps maintain the budget information, and updates the department website. Also provides general backup to a variety of HR staff and functions including new hire paperwork and employee records management. Supports Workers’ Compensation claims management; work closely with University Risk Manager. This is a critical role in customer service i.e. providing information and support to individuals related to employee benefits and employee relations.

Essential Functions

Customer Service and Benefits Administration:

Provide assistance to employees, walk-ins, applicants, etc., with benefit questions. Act as liaison between employees and service providers/benefits consultant. Track benefit eligibility and participation; schedule benefit meetings accordingly.

Benefit Enrollment/Payroll Processing

Must meet benefit plan, payroll, and accounts payable deadlines to accomplish timely benefits enrollment and invoice processing.

Update and maintain Colleague benefit codes and employee benefit enrollment database; test, troubleshoot, and enhance system capabilities to meet evolving benefit plan needs; train and assist colleagues with benefit-specific modules; maintain a benefit-specific user guide for Colleague and procedural operations manual for benefit plan administration.

Work with benefits portal representative to ensure accurate records between benefits portal and payroll; work with benefits portal representative to reconcile differences between vendor records and SLU records.

Prepare billing spreadsheets for vendor invoices and process payment vouchers monthly; complete monthly benefit plan reconciliation between vendor invoicing and colleague payroll; assist with yearly audit inquiries.

Prepare retiree monthly billing for the Business Office.

Office Administration

Maintain in-office, group insurance record files for employees, dependents, retirees, and COBRA enrollees. Monitor employee benefit changes, prepare benefit packets, and maintain online personnel files in Slate.

Workers’ Compensation:

Detailed claims management for the University’s workers’ compensation plan. Work directly with Third third-party administrator, University Risk Manager, and environmental health and safety officer on all claims and issues. File appropriate forms with TPA following NYS WCB guidelines. File OSHA annual report.

Short-Term Disability:

Process disability benefits to non-exempt employees following NYS Disability guidelines. Set up and maintain payroll assignments and timesheets. Work with supervisors to ensure accurate timesheets are submitted. Work with TPA , and The Guardian, to ensure employee claims are accurate and reimbursed correctly.

Retirement Plans:

Track employee participation eligibility and schedule appropriately. Update employee and payroll deduction/benefit records. Prepare BW and SM payroll reports and email them to the Benefits Administrator for timely submission of retirement plan contributions.

Tuition Benefit Program:

Tuition Remission, Tuition Assistance, Tuition Exchange and Cross Registration

Schedule: Monday – Friday 8:00am – 4:30pm

Minimum Qualifications

Associate degree and at least three years of related work experience required. An equivalent combination of education and experience may be considered. Related administrative/clerical or general booking experience, preferably in human resources or employee benefits area.

Comprehensive knowledge of various benefit plans, human resources policies and procedures, and Union agreements. Ability to communicate with all levels of employees and the public, and exercise critical human relations skills. Excellent oral and written communication skills; ability to compose letters, memos, reports and documents regularly. High level of confidentiality is required. Skill in planning and organization. Ability to work independently, problem solve, prioritize, meet deadlines, and work with minimal supervision. Accuracy and detail in recordkeeping and reports. Necessitates working closely with other human resources staff, especially Employee Records, and providing backup and resources to other Human Resources staff. Microsoft Word, Outlook, Microsoft Excel, and experience with database systems and accounting tasks [as needed]. Ability to learn related systems required.

Preferred Qualifications

Knowledge of Colleague system preferred.

Salary $21.56 - $30.01/hr. The actual compensation will be determined based on experience and other factors permitted by law.
