IAP Worldwide Services, Inc Contracts Administrator II in Cape Canaveral, Florida

As the Contracts Administrator II , you will perform work under the supervision of the Contracts Manager. Assist in the coordination and development of Request for Proposal (RFP) responses and oversee proposal planning and administration of contracts. Prepares daily correspondence for both internal and external customers. Provides guidance on contractual requirements and Government regulations. Serves as a key point of contact within contracts to collect data and draft Request for Equitable Adjustments (REA), claims, and customer feedback responses. Reviews RFPs and prepares summary of review noting areas of risk for proposal management for the Contracts Manager approval. Assist the Contracts Manager with contract negotiation and the administration of contracts or subcontracts (where company is subcontractor).

Essential Job Functions:

· Assist with the management of contracts, task orders, modifications, Non-Disclosure Agreements (NDAs), Teaming Agreement (TAs), and other contractual agreements and documentations.

· Serve as the point of contact for all assigned agreements and administer the contract repository.

· Assist in the coordination and development of RFP responses

· Prepare and coordinate certified cost and pricing data documentation with the applicable internal business units (Finance, Compliance, Operations, etc.)

· Review and make recommendations regarding the resolution of issues relating to company performance in conformance with the original proposal and all terms and conditions of the contract.

· Provide guidance on contractual requirements and Government regulations.

· Review contract documents and prepare documentation to include a summary of impact to the contract cost or schedule.

· Prepare correspondence regarding contract status, compliance, modifications, deviation, negotiation, completion and termination for internal distribution.

· Prepare special reports and analysis as required. Maintain contract briefing system in accordance with Defense Contract Audit Agency (DCAA) requirements.

· Work with members of executive management including but not limited to the Chief Financial Officer (CFO) and legal counsel, providing guidance on contractual matters to address unique situations or agreements requiring special considerations.

· Prepare draft REAs and claims for leadership and legal counsel review.

· Prepare customer feedback responses to include but not limited to, cure notices, show cause notices, letters of concerns (LOC), performance assessment reports (PAR), etc.

· Prepare and coordinate post award debriefs.

· Prepare contract briefs and revisions summarizing contractual requirements to assist and support budget inputs.

· Assist internal business units in the preparation of contract change notices, monitoring contract performance, to include the reporting of special contract requirements and deliverables.

· Assist internal business units with interpreting contract language and verifying contract terms are entered accurately into the appropriate business system.

· Assist in or lead contract negotiations as appropriate.

· Coordinate with internal business units to initiate contract close out process to ensure contract close out, extension, or renewal is completed. Work with Compliance to ensure task order and contract release of claims are current and accurate prior to execution.

· Upload contracts, task orders, and modifications into CostPoint

· Support the Contracts Manager and Contracts Department with all other duties, assignments, and responsibilities, as required.

Education and Experience:

· 4 – 6 years with BA, or equivalent in subject-matter certifications.

· 2 – 3 years with MBA.

License and Certification:

NCMA Certified Federal Contracts Manager is desirable.

Knowledge and Skills:

· Must have strong writing skills and the ability to verbally communicate effectively in scheduled meetings.

· Working knowledge with the Fair Labor Standards Act (formerly known as the Service Contract Act), Collective Bargaining Agreement (CBA), and Davis Bacon Act (DBA) is highly desirable.

· Working knowledge of the Federal Acquisition Regulations (FARs), Defense Federal Acquisition Regulations (DFARs), and other Agencies supplements.

· Working knowledge in OCONUS operations and Change Management is desirable.

Travel: 10%

Security Clearance: Must have an active security clearance or have the ability to obtain and maintain a secret security clearance throughout employment as a Contracts Administrator
