The Position

The Community: This nearly 40 square mile City is ideally situated in north San Diego County with an approximate population of 115,000. It offers a great climate, beautiful beaches, lagoons and abundant natural open space. The Branch: The Community Services Branch is responsible for providing general strategic and administrative direction for the Parks & Recreation, Community Development, Housing & Homeless Services, and Library & Cultural Arts Departments, and Real Estate Division.

The Parks & Recreation Department:

The Parks & Recreation Department provides leadership, planning, and administrative services to help develop and sustain quality parks and recreation programs and services for all ages. The Department operates and maintains four community centers, a senior center, two aquatic centers, two historic sites, 14 community parks, including 3 dog parks, 28 special use areas/neighborhood parks, 12 facility landscapes, 10 beach accesses, 43 miles of trails, 715 acres of habitat preserves and natural open space, 43,000 city trees, 67 acres of future parkland, 68 acres of street median planters and 9 acres of street parkway planters. The Department offers a wide range of programs and services for youth and adult sports, instructional classes, camps, aquatics, preschool, teens, seniors and special events.

The Parks & Recreation Department currently has an opportunity for a Recreation Services Manager.

Ideal Candidate:

The City of Carlsbad is currently searching for a seasoned recreation professional to manage our extensive and complex Recreation Division. Our ideal candidate is a self-motivated, high performer who is responsible to plan, organize and direct the activities of the Recreation Division of the Parks & Recreation Department, which includes coordinating activities with other departments, governmental agencies, and other outside organizations; as well as providing coaching, strategic-thinking, technical and administrative staff support.

Our ideal candidate will possess progressive experience managing all functions of a Recreation Division, such as facilities oversight – including historic parks, reservations and permitting, youth and adult sports, instructional, cultural and educational classes, day camps, aquatics, preschool, teens, senior and intergenerational programs, and special events permitting, planning and operations. Further, our ideal candidate will have excellent leadership skills to oversee a diverse team of staff and volunteers. A candidate with excellent oral and written communication skills and the ability to handle multiple projects and meet critical deadlines is a must. The successful candidate will also be a creative and solution-oriented professional that will uphold high standards, help customers to navigate processes and ensure good experiences and excellent service levels to all stakeholders.

This is a single incumbent position responsible for the overall management of all functions of the Recreation Division. The incumbent reports to the Parks & Recreation Director.

Key Responsibilities

Lead role in directing and managing all sections of the Recreation Division, including Historic Sites and Special Events, Centralized Reservations, Aquatics, Community Centers and Senior Services; make recommendations and determinations regarding recreation programs and day-to-day operations.

General oversight of the preparation and administration of the Recreation Division budgets; monitor and approve expenditures within the respective budget limits.

Develop policies, rules and procedures for the effective operation of the division, including establishing goals and objectives and priorities.

Manage employees through direct reports; set goals and objectives; select, train and motivate staff; assess performance and make salary recommendations.

Supervise, train, and evaluate assigned staff.

Prepare periodic studies and staff reports and review public notifications and media releases.

Attend meetings and provide staff support to the Parks and Recreation Commission, the Senior Commission, and the City Council, including the coordination, preparation and presentation of reports.

Review the work of subordinates, contractors and consultants.

Coordinate the procurement and replacement of vehicles and equipment used in division work.

Assist in the enforcement of city ordinances governing the safe and proper use of parks and recreation areas.

Initiate, review and approve requisitions and expenditures for purchase of materials and supplies.

Review and recommend fees, approve labor estimates and materials costs for work to be performed.

Respond to citizen complaints, suggestions, and requests for information about any recreation services.

Represent the Recreation Division at various meetings and participate in professional associations and community organizations as appropriate.

Coordinate recreation activities with other city divisions and departments, and with outside agencies and businesses.

May serve as the Parks & Recreation Director as required.

Qualifications

Knowledge of:

  • Principles and practices of organization, administration, budgeting and personnel management.

  • Principles and practices of the delivery of all recreation services, including operations, procedures and resources.

  • Principles and practices of planning, directing and executing professional recreation work.

  • Strategic management techniques and methodology.

  • Research methods and techniques of report preparation and presentation.

  • Record-keeping and reporting procedures.

  • Principles of supervision, training, and performance coaching.

    Ability to:

  • Plan and direct the development and operation of all recreation services.

  • Respond to public inquiries related to the administration and implementation of divisional and departmental programs.

  • Communicate clearly and concisely, orally and in writing.

  • Establish and maintain cooperative relationships with those contacted in the course of the division’s work.

  • Work collaboratively with a broad array of state and local officials and other stakeholders.

  • Select, supervise, train and evaluate assigned staff.

  • Plan assign, and manage staff in the performance of the division’s work.

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.

  • Work well under pressure to meet deadlines.

Experience & Education

Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Equivalent to a bachelor’s degree from an accredited college or university with major work in recreation or related field. Four years of professional experience involving the development, organization and implementation of a variety of recreation programs for all age groups, including two years of recreation program management experience.

SPECIAL REQUIREMENTS:

Must meet State of California Tuberculosis test requirements.

If assignment involves working with minors, in accordance with the Health and Safety Code Section 10911.5 (a), cannot have any convictions related to drugs, sexual misconduct, assault or related offenses involving minors; and CA Penal Code Section 11165.9 requires responsibility to report suspected child abuse.
