Electrical Reliability Engineer

Job Summary:

The Los Angeles Refinery is seeking an Electrical Reliability Engineer to lead electrical reliability initiatives and improvements at the site. The primary job function of this position is to ensure all electrical infrastructure is designed, installed, maintained, and operated such that they perform with the highest degree of reliability. This position supports multiple operating area teams on any issues related to electrical systems and collaborates with other departments on a daily basis. The schedule for the position is Monday-Thursday approximately 6:30 AM - 4:30 PM, after hours calls are typically once or twice a month and support of TAR once a year.

Key Responsibilities:

  • Provide technical support and troubleshooting assistance in resolving electrical design, operation, and maintenance problems and contact internal and/or external experts as required.

  • Utilize reliability modeling and analytical tools such as failure tracking, root cause failure analysis, and life-cycle cost analysis to improve reliability of electrical equipment and systems.

  • Develop and maintain Electrical “Threats” list to identify electrical assets that are Bad Actors or may impact production or reliability. Identify and drive appropriate corrective actions.

  • Develop and review turnaround worklists for inclusion of compliance-based testing requirements, needed maintenance activities & repairs, recommended upgrades & replacements, etc. of critical electrical assets.

  • Provide leadership and decision-making skills during turnarounds and unplanned equipment outages regarding repair solutions.

  • Provide technical expertise and lead investigations to solve recurring electrical equipment failures, reliability threats, and/or performance issues.

  • Establish and maintain equipment asset strategies for electrical infrastructure, including monitoring plans, PM plans, PdM activities, etc.

  • Periodically review electrical corporate specifications for potential improvement based on industry and site-specific experience.

  • Develop cost justification for reliability improvement projects, prepare reports that monitor and track reliability indicators.

  • Champion Management of Change (MOC) for maintenance-driven electrical design changes.

  • Develop and manage Electrical System Studies with ETAP which include load flows, short circuit, relay coordination, arc flash, grounding, and motor start studies.

  • Develop and maintain final relay set points and logic configuration settings for site transmission, substation, and distribution systems.

Education, Experience and Skills:

Minimum Qualifications

  • Must have a Bachelors Degree in Electrical Engineering or other related degree with a similar discipline. (Education must be obtained/completed prior to start date)

  • Must have at least 3 years of plant electrical engineering experience in a refinery, petro-chemical or other related heavy industry.

  • Must have strong working knowledge of electrical switchgear, transformers, motors, UPS and battery systems, NEC (NFPA 70) and NFPA 70E.

  • Must be proficient in Microsoft: Word, Excel and Outlook.

  • Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.

  • Must have a valid driver’s license. (MPC determines valid status.)

  • Must be legally authorized to work in the US without the need for future VISA sponsorship.

  • Travel Requirement is less than 10%.

Preferred Qualifications

  • Seven (7) + years of power systems experience is preferred.

  • Maintenance/Reliability experience with electrical infrastructure in the refining or petrochemical industry is preferred.

  • Experienced in power systems studies using ETAP or similar modeling tools is preferred.

  • Knowledge of SEL Protective Relay Programming and synchronous motor controls is preferred.
