ESSENTIAL JOB DUTIES The purpose of this classification is to safeguard the health, property, and welfare of the public and to establish and maintain high standards in the performance of professional engineering duties through essential functions such as: manage the day to day operations of the Engineering Division; design projects and provide professional engineering certification, primarily for County water and wastewater projects; prepare cost estimates, minor land surveys, designs and CAD drawings; prepare regulatory permit applications for utility system additions and upgrades; review plans submitted by consultants and developers; oversee all construction administration services, review shop drawings submitted by contractors; prepare annual budget for Engineering Division; assist the Public Works Director with capital improvement plans and project budgets; work with GIS Department in preparation of as-built utility maps; maintain water and wastewater policies, standards, and specifications; maintain N.C. Professional Engineers license, earn Professional Development Hours (PDHs) as required; manage, train, and mentor Engineering Division Staff; procure services of outside consultants as necessary to complete engineering projects; perform other related duties as required

KNOWLEDGE AND SKILL REQUIREMENTS Thorough knowledge of the practical application of engineering science and technology Working knowledge of principles, techniques, procedures, and equipment to the design and production of various goods and services in the water and wastewater industry Working knowledge of business and management principles involved in strategic planning, resource allocation and coordination of people and resources Working knowledge of laws, codes, and statutes relating to the design and administration of engineering projects Ability to evaluate and analyze data using established criteria Ability to establish and maintain effective working relationship with staff, associates, and the general public

EDUCATION AND EXPERIENCE REQUIREMENTS Associate Degree from an appropriately accredited institution in Engineering Technology or closely related field and six (6) years of engineering experience that includes management, utility construction, maintenance OR Bachelors Degree from an appropriately accredited institution in Civil Engineering, Mechanical Engineering, Environmental Engineering, or closely related field and four (4) years of engineering experience that includes management, utility construction, maintenance OR Masters Degree from an appropriately accredited institution in Civil Engineering, Mechanical Engineering, Environmental Engineering, or closely related field and two (2) years of engineering experience that includes management, utility construction, maintenance AND Registered Professional Engineer in the State of North Carolina

SPECIAL REQUIREMENTS Must possess and maintain a valid North Carolina Drivers License

PHYSICAL REQUIREMENTS This is light work requiring the exertion of up to 20 pounds of force occasionally, and a negligible amount of force constantly to move objects; work requires stooping, kneeling, crouching, and crawling and may involve some lifting, carrying, pushing and/or pulling of objects and materials. Position may be required to be seating for long periods of time. Tasks involve fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, or exchanging ideas by means of the spoken word and convey ng detailed information through oral communications and or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision preparing and analyzing written or computer data, visual inspection involving small defects and or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. May be exposed to environmental conditions such as dust, pollen, odors, temperature and noise extremes, machinery, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances.
