Arapahoe County Government Workforce Administrator - Programs in Centennial, Colorado

Description Direction is provided primarily regarding the Division and Department's policies and procedures, expected performance outcomes and impacts, agency and system strategic vision, and areas of responsibility. Duties

Serves as a vital member of leadership; develops and implements strategic goals and objectives; provides financial and operational direction for programs and services; and aligns resources and services for successful achievement of grant outcomes and return on investment. Manages, directs, and provides oversight for the strategic plan, goals, objectives, policies, priorities, and budget needs for assigned federal, state, county, and discretionary workforce development and human services grant programs and service delivery, including grant fiscal planning, training and professional development, and program operations to ensure compliance with all federal, state, and local laws, policies, and regulations and to exceed all grant goals and deliverables and maximize return on investment and grant impact. Continuously monitors and evaluates operations, including procedures and communication, for efficiency, quality, and impact of service delivery and ensures the implementation of customer-centered design principles, innovation, and data-driven informed strategies. Leads and manages personnel, performance management, staff development, staff recognition, and staff recruitment while ensuring staff input is accounted for in program and process design. Build strong and collaborative partnerships to achieve short-term and long-term goals and objectives and identify opportunities to advance return on investment, economic impact, system enhancement, and intra-departmental integration. Reviews and analyzes legislation, policy, and regulations, including assessing the impact on programs, financials, customers, partners, and staff. Accountable for tracking and analyzing customer, staff, and partner feedback and data and implementing strategic adjustments when needed while ensuring stakeholder input is accounted for in program and process design. Ability to perform quantitative and qualitative analysis and make recommendations for public policy, systems, programming, and services evaluation and strategies. Ability to identify, anticipate, and respond to emerging social and labor market trends relative to our customers, employment, and training. Possesses excellent public relations skills, including effective and impactful oral and written presentations to various audiences and stakeholders. Ability to identify common goals and needs amongst partners and systems and recognize ways in which these goals and needs can be brought into alignment around critical labor force and workforce development strategies. Knowledge/Technical Skills -Must be able to lead/facilitate staff meetings and work groups to ensure program outcome goals are met or exceeded. Must have a working knowledge of career assessments, guidance, and job search methods. Must have an adequate understanding of program budgets and the ability to track and project expenditure levels. Public Relations/Image/Service - must be able to coordinate program staff to minimize valid customer complaints and exhibit adequate follow-through. Must guide team in handling changing workloads while meeting program goals. Planning and organizing - must have proficient calendaring, time management, and prioritization skills to guide staff in meeting program outcome goals while remaining in compliance with laws, regulations, and policie Communication - Must adequately address issues and problems through effective oral and written communication. Must be able to respond ithin one business day to all voicemails and e-mails received. Judgement/Decision Making - Must make decisions congruent with program goals, laws, regulations, and policies. Must be able to conceptualize agency and program processes and recommend and implement improvements and enhancements. Coordination - Must be able to review agency processes and recommend changes that measurably increase productivity and improve program outcomes. Must ensure staff correctly follow laws, regulations, policies, and internal procedures and that staff are completing paperwork and data entry with minimal errors. Must be able to implement process improvements that measurably improve program outcomes. Interpersonal Communication - Communicates with all internal and external customers with professionalism and integrity. Bachelor's degree Five (5) years or more experience in workforce development, human services, public policy, business administration, or related field. Four (4) years or more managerial experience, which includes strong leadership qualities, including communication skills, setting goals, expectations, and timelines, managing employee performance, conducting performance evaluations, coaching, mentoring, providing corrective action, and hiring and developing a productive and professional workforce. Three (3) years or more managing and operating grant programming, direct program services, grant performance management, and budget oversight Experience operating workforce development and/or human services grant programming, established industry networks, and general knowledge of labor market trends. Any equivalent combination of education and work experience that satisfies the job requirements will be considered.
