Arlluk Technology Solutions, a KGS subsidiary, is seeking skilled professionals to support the Defense Health Agency's Technology Support Branch (TSB) in providing flexible, agile delivery services for various Military Health System (MHS) applications. The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. This position requires expertise in agile methodologies and the ability to work collaboratively within a dynamic military healthcare environment.

Arlluk Technology Solutions, a Koniag Government Services company, is seeking an experienced Project Contract Manager to oversee and manage contracts related to our projects supporting the Defense Health Agency. The ideal candidate will have a strong background in contract management, particularly in government contracting, and the ability to navigate complex contractual requirements in the military healthcare sector.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

The Project Contract Manager will be responsible for managing all aspects of contract administration and ensuring compliance with contractual obligations. Key responsibilities include:

  • Oversee the entire contract lifecycle, from pre-award activities to contract closeout.

  • Review, analyze, and interpret contract terms and conditions to ensure compliance and mitigate risks.

  • Collaborate with project managers, technical teams, and stakeholders to develop and negotiate contract modifications.

  • Monitor contract performance, deliverables, and milestones to ensure timely completion and quality standards are met.

  • Manage contract-related financial aspects, including budgeting, invoicing, and cost tracking.

  • Prepare and maintain contract documentation, including reports, correspondence, and change orders.

  • Coordinate with government contracting officers and other client representatives to address contract-related issues and inquiries.

  • Ensure adherence to federal acquisition regulations (FAR) and other applicable government contracting policies.

  • Conduct regular contract reviews and audits to identify areas for improvement and ensure ongoing compliance.

  • Provide guidance and training to project teams on contractual obligations and requirements.

  • Manage subcontractor relationships and ensure compliance with prime contract flow-down requirements.

  • Stay informed about changes in government contracting regulations and industry best practices.

Education and Experience:

Required:

  • Bachelor's degree in Business Administration, Contract Management, or related field with 5-7 years of experience in contract management, or

  • Master's degree in a relevant field with 3-5 years of experience in contract management, or

  • PhD in a relevant field with 0-2 years of experience in contract management

Required Skills and Competencies:

  • In-depth knowledge of federal acquisition regulations (FAR) and government contracting processes

  • Strong understanding of contract law and interpretation of complex contractual language

  • Experience managing contracts in the IT or healthcare sectors

  • Proficiency in contract management software and tools

  • Excellent analytical and problem-solving skills

  • Strong negotiation and conflict resolution abilities

  • Superior written and verbal communication skills

  • Ability to manage multiple contracts and priorities simultaneously

  • Familiarity with agile project management methodologies

  • Knowledge of financial management and budgeting practices

  • Strong attention to detail and organizational skills

  • Ability to obtain and maintain a Public Trust clearance

Desired Skills and Competencies:

  • Experience working with Department of Defense or other federal agency contracts

  • Certified Federal Contracts Manager (CFCM) or similar professional certification

  • Knowledge of healthcare IT systems and related contractual requirements

  • Familiarity with HIPAA and other healthcare-related regulations

  • Experience with subcontract management in government contracting

  • Understanding of cybersecurity requirements in federal contracts

  • Knowledge of performance-based contracting methods

  • Experience with contract risk management and mitigation strategies

  • Familiarity with earned value management (EVM) principles

  • Understanding of intellectual property rights and data rights in government contracts

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
