Charlevoix County Transit Director in Charlevoix, Michigan

* Position Summary*

Working under the direct supervision of the Charlevoix County Administrator and County Board of Commissioners, the Transit Director is responsible for managing the day-to-day operation of the Charlevoix County Transit Department. This position is responsible for overseeing Transit operations and services, as well as the technical, maintenance, personnel, and fiscal management activities of Charlevoix County Transit.

* Primary Duties & Responsibilities:*

  • Ensures compliance with all applicable Federal, State, and local laws and regulations, including Federal Department of Transportation (DOT) and Michigan department of Transportation (MDOT) regulations.
  • Responsible for the direction, control, and effective operation of Charlevoix County Transit's dispatch system.
  • Manages transit staff including approving payroll, time off requests, and staffing levels.
  • Serves as the Designated Employee Representative (DER) and responsible for the Transit drug and alcohol testing program.
  • Reviews, develops and maintains the annual operating budget for Transit operations. Works with the Fiscal Officer on grants and various funding opportunities.
  • Requests capital projects consistent with long and short-term plans for fleet replacement, facilities, technology improvements, and any other projects deemed eligible for funding.
  • Oversees and evaluates transit operations to assess short and long-term planning for needs, strategies, and resources.
  • Establishes and ensures compliance with Charlevoix County policies as well as Transit's internal operating procedures and policies.
  • Ensures proper monitoring of the operations of Transit's equipment and vehicles, ensuring proper maintenance in order to ensure the effectiveness of the overall operation.
  • Serves on statewide public transportation committees, attends various transit association and legislative meetings, and works with local, state, and federal representatives and lobbyists.
  • Effectively leads and motivates the Charlevoix County Transit team.
  • Serves as the spokesperson and liaison between staff, vendors, members of the public, and political leaders on behalf of Charlevoix County Transit.
  • Regularly communicates with the Charlevoix County Board of Commissioners.
  • Participates as needed in activities and duties related to emergency management during a local, state, or federal disaster.
  • Other duties as assigned by the Charlevoix County Administrator and/or the Charlevoix County Board of Commissioners.

Knowledge, Skills, & Abilities

Knowledge:

Transportation -- Knowledge of principles and methods for moving people or goods including the relative costs and benefits.

Administration and Management -- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of people and resources.

Customer Service -- Knowledge of principles and processes for providing customer services. This includes customer needs, meeting quality standards for services, and evaluation of customer satisfaction.

Personnel and Human Resources -- Knowledge of principles and procedures for personnel recruitment, selection training, compensation and benefits, and labor relations.

Computers and Electronics -- Knowledge of computers, electronic equipment and software, including applications and programming.
