V.I. Housing Finance Authority Housing Occupancy Supervisor in Frederiksted, Virgin Islands

DESCRIPTION The role of the Housing Occupancy Supervisor is crucial in our organization. They monitor, coordinate, and supervise the activities of the occupancy staff and intake staff to achieve eligibility and continued occupancy deadlines and compliance with the U.S. Department of Housing and Urban Development (HUD) regulations. They are responsible for the quality control of the low-income Section 8 program, investigating program fraud and abuse and making recommendations to the Manager of Rental Properties to mediate and resolve client and landlord conflicts. They also assist with planning, coordinating and providing assistance in the design to manage and maintain the housing database software program and the HUD database; and to perform a variety of duties in the operation of software and computer coordination. ESSENTIAL DUTIES AND RESPONSIBILITIES: - All behaviors comply with the Code of Conduct and Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual. Adheres to assigned work schedule as outlined in city and department attendance policies and procedures. - Coordinates and supervises the established caseloads of the occupancy team, providing training, monitoring their work, evaluating their performance, and making recommendations to the Manager of Rental Properties for evaluation purposes. - Conducts a quality control review of new admissions and annual and interim recertification files to check the accuracy of calculations of various data, including, but not limited to, income, rent, housing assistance payments, etc.; and identifies needed areas of improvement to ensure accuracy and compliance with regulations, the Public Information Center (PIC) reporting rate, and Section Eight Management Assessment Program (SEMAP) guidelines. - Assist, mentor, motivate, and advise the occupancy team on complex cases. Review applicable program regulations and requirements and make appropriate decisions and recommendations. - Manage and maintain the HUD database, preparing and analyzing delinquency reporting rates and Enterprise Income Verification (EIV) monitoring reports, making corrections to comply with PIC reporting needs, and preparing MTCS transmissions for all HUD Form 50059 actions. - Conducts investigations of program fraud and abuse by reviewing files, interviewing applicants, clients, and owner/landlords when appropriate; calculating overpaid subsidy when income has been underreported or otherwise misrepresented and recommending execution of repayment agreements and/or termination to the Manager of Rental Properties, in particular when a family has violated a family obligation or an owner has failed to enforce the lease or violated the (Housing Assistance Payment) HAP - Evaluate and recommend improvements in admission policies and procedures to ensure only eligible applicants are approved for admission and/or continued occupancy. - Develop and implement systems for detecting program abuse, including implementing thorough interview systems/techniques, admissions and recertification procedural improvements, and thorough and targeted quality control procedures. - Develops, through networking and coordination with other local and private agencies, the Housing Division's fact-finding capacity by establishing and maintaining liaisons with other agencies to facilitate the detection and elimination of fraud and abuse. - Oversee waiting list processes, including opening and closing and applicant. QUALIFICATIONS: - Education: - Bachelors degree in business administration or related field desirable - Bilingual (English-Spanish), conversational, written, and translated - Certified Occupancy Specialist, Certified Manager of Housing or equivalent Experience: A minimum of 3 years of supervisory experience, preferably in property management. Experience in affordable housing, Tax Credit, HUD, and/or Rural Development is preferred. An equivalent combination of education, training, and experience may be considered. Knowledge, Skills, and Abilities: - Strong leadership skills, communication skills, and decision-making abilities. Must be able to motivate portfolio and team members to accomplish company goals and expectations - Requires the ability to perform and handle interruptions in a rapidly changing, multi-tasking environment in an appropriate manner - Work requires high attention and mental demands, including the ability to prioritize and process information with accuracy and clarity - Sound understanding of progressive multi-family management and operations as it relates to the management of assets, personnel management, office operations, budgeting, and planning - Must be able to provide excellent customer service and effectively and professionally communicate in e-mail, by phone, or in person during the workday - High degree of creativity, coupled with sound business judgment. - An aggressive self-starter, yet diplomatic, to effectuate positive relations with subordinates and peers. Performance-oriented and highly motivated to produce results. - Computer literacy - Excellent written and oral communication skills - Work a flexible schedule, including evenings and weekends - Demonstrate strong written and oral communication skills - Effectively communicate with applicants, residents, vendors, and supervisors by e-mail, by phone, or in person regarding day-to-day operations of the property - Performs other related duties and responsibilities as assigned. SALARY: $52,133.12per annum, depending upon qualifications.
