POSITION PURPOSE:

This position manages the regulatory activities for assigned programs and projects. These activities include cultural project compliance, coordination, regulatory guidance, governance and oversight, procedures, regulatory interface, regulatory relations, and quality improvement programs. The incumbent sponsors teams for problem solving and develops reference indicators to avoid noncompliance through predictive assessment. The incumbent also develops recommendations for strategic direction for long-term planning and performance goals related to these programs.

JOB DIMENSIONS:

Supervisory Responsibility— None. May direct work of up to 30+ different individuals/collaborators, specialists, archaeologists, and managers.

Budget Responsibility— May manage projects that reach up to $1M.

PRINCIPAL ACCOUNTABILITIES:

Serves as a cultural compliance program manager, providing regulatory interface to assigned client organizations.

  • This position plans, coordinates, and provides programmatic management of assigned organization regulatory control program for the applicable projects.

  • Accountable for regulatory interfaces on compliance issues, establishing favorable requirements and schedule, and resolving significant regulatory issues related to projects within the requisite programs areas such as section 106, NAGPRA, ARPA, Tribal Relations, and others.

  • Accountable for maintaining a thorough knowledge of the compliance requirements for project construction activities, developing guidance documents and compliance procedures, and is the principal contact for management on issues pertaining to various operations, programs, and projects.

  • Accountable for developing quality improvement programs to achieve compliance goals, sponsoring and/or supporting quality action teams to address compliance problems, and facility reviews to identify and help address preventable/potential compliance problems.

  • Provides leadership and guidance to employees in support of projects regarding utilization of project control and project management tools (schedule, estimate, cost, earned value, and change control) and processes to drive project performance..

  • Responsible for awareness programs that enhance project employees and contractor knowledge of compliance requirements, promote public support for client operations, and provide accurate and timely information related to the project.

  • Responsible for program development and management of activities required to fulfill compliance requirements. This activity includes approval of contracted services to meet clients’ compliance activities and ensuring that services budgeted for are performed in a timely, competent, and cost-effective manner.

  • Performs review of compliance projects, procedures, and reporting practices; evaluates compliance performance and develops reports defining status with regard to legal liabilities and policy requirements. Develops and manages studies designed to benefit client operations, modifications of permit requirements, and/or modifications in applying regulations.

  • Responsible for developing and maintaining regulatory relations that promote open discussions, effective communication, and positive relations between the regulatory community, operating facilities and the project.

  • Develops overall strategy and criteria for system integration and project performance tracking and monitoring across TVA’s cultural program.

    MINIMUM REQUIREMENTS:

    Education– Bachelor’s degree in engineering, business management, technical field, or equivalent education, training and/or related work experience.

    Experience – Three to five years of professional experience in the field of power systems operations OR Archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology and power systems operations

    Certification/License, etc— None

    Knowledge/Skills/Abilities— Must have knowledge of TVA operations, cultural laws and regulations affecting TVA operations for applicable media, TVA’s cultural policies and objectives and scientific studies and research related to the consequences of TVA operations. Must possess effective communication skills (both orally and in writing), be capable of motivating personnel, and be capable of leading team efforts in problem solving and predictive assessment. Must demonstrate negotiation skills. Must be able to evaluate the cost effectiveness of compliance alternatives and take decisive action in the planning and implementation of pollution control activities. Demonstrated high productively level, sense of urgency and respect for meeting deadlines. Demonstrate excellent analytical, creative problem solving and leadership skills. Proven ability to successfully gather business requirements and develop optimal solutions. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.

    Working Conditions

    Telework may be performed from within the TVA Work Area. Work may be performed about 80% virtually and 20% in-office work. Employees are responsible for meeting the established reporting requirements of their business unit or position, which may vary based on business needs. Employees will not receive travel reimbursement from the virtual work location to their TVA official work location.
