Job Description

The (Senior) Grant & Fiscal Administrator in the Lynch School of Education & Human Development (LSEHD) is responsible for managing and overseeing administrative and operational functions as well as grant/contract management. This position is responsible for developing and analyzing grant reports, establishing procedures for maintaining compliance, evaluating grant activity data pertaining to costs in order to plan budgets, and overseeing grant processing procedures and financial control functions of the LSEHD departments and research centers. Routinely generates summary grant fiscal reports and reviews them with the Dean’s Office for submission to the Office of the Provost.

This position is involved with LSEHD’s Sponsored Research forecasting process on a quarterly basis. The information generated includes all aspects of grant activity such as 1) forecasting future new business grant opportunities, 2) reporting actual new business grant awards, 3) reporting by fiscal year the actual and anticipated expenditures by grant, 4) reporting by fiscal year the actual and projected Facilities and Administrative (F&A) costs, 5) forecasting faculty buyout information, 6) determining and comparing research expenditures to expenditures for other grant activity 7) evaluating awards and expenditures on government-sponsored funding compared to corporations and foundations funding, 8) forecasting future grant labor requirements, and 9) developing budgetary and financial planning techniques to achieve the projected forecasted financial targets.

These responsibilities include but are not limited to: submitting budget transfers; preparing and approving reimbursements to staff for travel related to contractual agreements; managing sub-contracts; maintaining equipment inventory; monitoring export control regulations; securing approval for exporting materials; and will assume responsibility for special projects at the discretion of the Associate Director.

This position will be responsible for supporting a portfolio of research-active faculty in the Lynch School of Education & Human Development in all aspects of grant management and will function as a liaison with the Office for Sponsored Programs and other campus partners. This position will work with Faculty/PI (Principal Investigator) on all aspects of proposal preparation including budget preparation and post-award management, which includes but is not limited to the processing of allowable expenses on the award, processing of payroll on a weekly/monthly basis, export control compliance, IRB and IACUC compliance, ensuring timely review of time and effort reports, managing the schedule for financial and scientific reporting deadlines, and assisting with award closeout. Responsible for the fiscal management of grants and contracts in accordance with government regulations, sponsor requirements and University policies and procedures.

Title and salary commensurate with relevant experience based on the following titles and hiring ranges.

Senior Level: 5 years professional level experience working with sponsored research proposals and budgets

Non-senior Level: 3-5 years professional experience working with sponsored research proposals and budgets

Non-senior Level: 1 year professional and/or clerical experience working with sponsored research proposals and budgets

Requirements

Bachelor's degree is required. Master’s degree preferred.

  • Demonstrated ability to work in a fast paced, team based, deadline-oriented environment.

  • Strong customer service skills are essential.

  • Experience using PeopleSoft Financials and Human Resources or comparable applications.

  • Expertise with contract and grant management procedures and federal agency regulations.

  • Advanced knowledge of employment policies and procedures.

  • Expertise in budget development, financial forecasts and analyses.

  • Excellent communication skills.

  • Knowledge of the performance management and compensation system.

  • Functional understanding of university administrative systems and campus-wide technologies.

  • Academic experience preferred but not required.
