Overview
What You’ll Be Doing
Cadmus is looking for a DCOP for a five-year USAID-supported program. The DCOP will be expected to fulfil the following objectives:
Objective 1 : Improve reconciliation, cohesion and inclusion within the diverse stakeholders that comprise the Pro-Democracy Movement.
Objective 2 : Support strategic and collective action and sustained public engagement in the pro-democracy movement, including, as feasible, support for Alternative Governance Institutions and leadership entities as they develop in various locations.
Objective 3 : Provide community and emergency services in support of a resilient democracy movement and the communities from which they are based

Responsibilities
Overall
Serve as a member of the Senior Management Team (SMT) and serve in capacity of Acting Chief of Party in the absence of the Chief of Party
Provide oversight and coordinating support for the Grants Management and MEL teams
Provide leadership and managerial oversight for in-country operational and administrative functions
Promote a team-driven, high-performance culture to consistently, responsively, and timely execute tasks
Support Home Office finance, administration and contract management
Program management support
Organize and coordinate standing and ad hoc SMT meetings and events as directed by the COP
Organize and coordinate standing and ad hoc program management and coordination meetings between technical, GESI, grants and MEL team
Provide oversight and coordination for Activity Database development, deployment, and on-going maintenance
Monitor and facilitate program workflow and deliverables management
Coordinate with and provide support for all elements of the project-level Risk Mitigation plan and Emergency Response Plan
Serve as primary POC to Home Office team members for enabling services
Provide mentoring, coaching, and skills building for enabling services to team members
Administration and operations
Building off Cadmus’ standardized products, tailor, produce, and deliver training for a field operations manual, documenting standing operating procedures and related forms and templates for enabling services, as needed, to include:a) finance and fund managementb) human resourcesc) procurement and logisticsd) deliverables managemente) travel and transportationf) security and risk management
Supervise in-country operations including recruitment, office management, physical security, information security, travel, organization of events and procurement
Supervise other finance, administration and operational tasks delegated to the Field Office
Qualifications
10 years of professional experience in leading and managing teams under development programs
5 years of operations, technical, or cross-cutting management experience for donor programs in complex, conflict-affected environments.
Demonstrated experience in managing financial operations, human resources, procurement and logistics, and Grants Under Contracts programming
Demonstrated experience in management effectively for large-scale, multi-year donor programs
Demonstrated under USAID rules and regulations pertaining to all aspects of Contract/Task Order management
Education
- Master’s degree or other advanced degree in Business Administration, Finance, Accounting, Law, or related field
Other Qualifications
- Fluency in English with good written and verbal communications skills
