ASSISTANT PROJECT DIRECTOR

CHICAGO DEPARTMENT OF TRANSPORTATION (CDOT)

CONSTRUCTION COMPLIANCE

Number of Positions: 1

Starting Salary: $94,500; Grade: GY-10

The Assistant Project Director supervises CDOT field inspections including Field Service Specialist (FSS) II, FSS III, and Field Supervisor (FS) positions. The Assistant Project Director will determine an inspection strategy and monitor the staff’s performance. Assistant Project Director must have a robust understanding of applicable Municipal Code of Chicago (MCC) requirements and CDOT Policy. Assistant Project Director ensures the public way inspection unit implements senior management’s policies.

ESSENTIAL DUTIES

  • Monitors the performance and ongoing development and training of Program staff and conducts performance evaluations of supervisory staff.

  • Develops the Program’s work objectives, quality standards and performance measures, working with program supervisors to monitor productivity and adhere to established standards.

  • Serves as a liaison between other City departments, outside agencies and the public and other City and agencies.

  • Maintains, monitors, and suggests improvements for data systems.

  • Manages and directs special projects and initiatives.

  • Establishes work priorities for public way inspectors in each districtincluding,

  • Provides guidance to public way inspectors on correct interpretation of the City’s Municipal Code and Rules and Regulations for working in the Public Way.

  • Identifies and researches specific problems and areas of opportunities and concerns and makes recommendations necessary to ensure program and operational efficiency.

  • Conducts field inspections.

  • Reviews, schedules, and conducts inspections based on permit requirements, 811 Chicago dig and hit tickets, 311 requests, OUC plans, PRAs, MOUs, and complaints from stakeholders and superiors.

  • Completes performance appraisals of staff and initiates and administers corrective or disciplinary action as necessary.

  • Research right of way issues using data systems and criteria.

Additional duties may be required for this position.

Location: 445 North Sacramento Blvd, 2 nd floor

Hours: 8:00 am – 4:00 pm, Monday – Friday

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE.

Qualifications:

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Engineering, Architecture or Planning or a directly related field supplemented by five years of progressively responsible experience in the planning, design and construction of transportation projects including two years of supervisory experience, or an equivalent combination of training and experience.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral interview will be selected.

Preferences will be given to candidates possessing the following:

  • Experience and knowledge of construction methods and techniques

  • Management experience with represented staff

  • Knowledge of CDOT Rules and Regulations

  • Knowledge of applicable Municipal Code of Chicago (e.g., 10-20 and 10-21)

KNOWLEDGE

· Knowledge of Public Right of Way Rules and Regulations, applicable MCC sections, CBAs

SKILLS

· Managerial skills, analytic skills, communication skills, computer skills, writing skills

ABILITIES

· Ability to prioritize tasks, read and summarize complex documents, explain complex issues to senior management, think logically, and support decisions with facts
