Occupational Safety Manager 2024-085 Department Description The Human Resources Department is committed to providing the City of Chicopee\'s municipal employees a safe, positive, and productive work environment. About the Job The City of Chicopee - Human Resources Department is hiring an Occupational Safety Manager. This is a strategic and specialized position responsible for developing, implementing, monitoring, and coordinating city-wide occupational safety programs, including safety inspections, accident investigations, risk management, workers\' compensation, and safety training for all municipal employees. Makes recommendations to the Chief Human Resources Officer, Mayor, School Superintendent, School Committee, and City Council regarding proactive, preventative, interventional, and educational measures to reduce occupational hazards and make workplace practices safer and more efficient. This individual is considered a \"Competent Person\" and must be able to provide training as needed. This is a confidential position, as the incumbent will have access to and knowledge of sensitive employee information. Qualifications To be minimally qualified, one must meet the following criteria: Bachelor\'s degree or at least three (3) years of experience directly related to the duties specified. Holds certification(s) related to occupation safety and health within three (3) years. Must obtain OSHA 30 within one (1) year. A combination of education, training, and/or experience will be considered. Membership to or qualified for membership to an accredited Occupational Health and Safety organization within one (1) year is required. Requires a valid Class D Massachusetts Driver\'s License and be willing to drive when required. Knowledge of OSHA, NFPA, ANSI, NIOSH regulations and requirements. Licenses (If Applicable) Valid Class D Massachusetts Driver\'s License Essential Duties Include Advises on and works with Department Heads in the development and implementation of city-wide safety programs and policies including but not limited to defensive driving, lockout/tagout, confined space entry, fire protection, and other OSHA compliance programs, safety work order tracking and reporting. Advises City Management regarding safety protocols and procedures to ensure regulatory compliance as mandated by local, State, and Federal agencies, including the Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), and the State Department of Labor. Conducts routine and follow-up safety and hazard inspections of city facilities and job sites. Maintains records of these inspections. Works with Human Resources regarding insurance issues including investigation of work-related injuries and Experience Modification Factors. Development, assessment, and/or coordination of new hire, change of operation, annual and refresher safety training. Ensures the completion of OSHA 300, 300A, and/or 301 forms for posting and annual submission. Strategically assesses and manages safety and health related liabilities such as injuries, work-related illnesses, near-miss events, and other facets related to workers compensation and relevant trends. Salary/Compensation Employment Status: Chapter 7 Non-Union Ordinance, Non-Exempt; Full-Time Salary: Grade 08, Step 01 - Starting at \$27.10 per hour Expected Hours of Work This is a Full-Time, 40-hour per week position, with a schedule of 8:00 AM ? 5:00 PM, Monday - Friday.
