Responsibilities You will provide a range of intellectual property services, including drafting and prosecuting patent applications. You will review research publications for potentially patentable material. You will provide litigation support for patent infringement claims. You will resolve patent and copyright administrative claims. You will counsel on contract and technology transfer intellectual property matters such as rights in inventions, patents, and technical data. Requirements Conditions of Employment Qualifications Applicants must have graduated from a law school accredited by the American Bar Association, be a licensed patent attorney registered with the United States Patent and Trademark Office, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. Territory, or the District of Columbia; and be admitted to practice before a state or federal court. U.S. Citizenship is a requirement of the position (affirmatively indicate citizenship in your application materials). This vacancy will be filled under the Science and Technology Reinvention Laboratory (STRL) personnel demonstration system, which is a pay for performance system using pay bands with salary ranges. This position will be filled in the Business and Program Management Pay Band DA-03/04/05/06 (comparable to GS-11/12/13/14/15). This position has a full potential level of DA-06 (GS-15 equivalent). Pay will be set commensurate with the successful applicant's qualifications, funding availability, and STRL pay setting guidelines. For DA-03: Your resume must demonstrate at least one year of professional legal experience, or be a recent law school graduate with superior law student work or activities as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal, or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif. For DA-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DA-03 (GS-9/10) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) the depth, breadth, and quality of their relevant experience in the Office of General Counsel (legal) practice areas; (2) their ability to work both independently and as part of a team; (3) their ability to work well with clients and colleagues and develop strong attorney-client relations; and (4) their written and oral communication skills. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day to day legal practice are desirable. For DA-05: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DA-04 (GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) the depth, breadth, and quality of their relevant experience in the Office of General Counsel (legal) practice areas; (2) their ability to work both independently and as part of a team; (3) their ability to work well with clients and colleagues and develop strong attorney-client relations; and (4) their written and oral communication skills. Education Education Requirement: This is a Chemical Patent Attorney position. Requirements include a Bachelor of Science or higher degree in Chemistry or Chemical Engineering, or other education and work experience clearly demonstrating an ability to perform the duties of the position, and particularly as those duties relate to the chemical arts. Experience in chemical/chemistry-related patent application preparation and prosecution is highly desired and graduated from a law school that is accredited by the American Bar Association. Vacancies filled from this announcement may be filled at any grade level listed.
